This study analyzed the determinants of crime arrest rate in the 140 police station areas. The first aim of this study is to examine the effect factors on the crime arrest rate. As a result, this research show that police manpower and police precinct office have been linked to important factors of crime arrest rate. Finding from this research indicates that to improve the crime arrest rate, the current police manpower and police precinct office should be increased gradually. Thus the this methods will lower the crime rate and enhance criminal arrest rate which in turn help establish future safe city. In the status quo that citizens want improved safety, this study has provided practical analysis on safe city establishment guidelines and political implications.

본 연구는 16개 광역자치단체의 경찰 1급지를 중심으로 범죄검거율에 영향을 미치는 요인에 대하여 분석하였다. 분석결과 범죄검거율에 영향을 미치는 요인으로는 치안인력에 해당하는 관서별 경찰인력과 치안기구에 해당하는 관서별 지구대 수가 범죄검거율에 유의미한 정(+)의 영향을 미치는 것으로 나타났으며, 치안인프라에 해당하는 관서별 CCTV 수는 범죄검거율에는 크게 영향을 미치지 않는 것으로 나타났다. 범죄와 관련된 기존 연구들이 대부분 범죄의 유형이나 특징, 범죄방지나 대책에 초점을 두고 시도한 연구들이 대부분이었지만, 본 연구에서는 치안에 대한 국민의 두려움 감소에도 직결되는 범죄검거율에 영향을 미치는 요인을 실증적으로 분석했다는 점에서 의의가 있다고 하겠다.
