This study is based on the critical awareness that the extended provision of master teacher education programs is required for the successful implementation of the master teacher policy which was introduced for the improvement of primary and secondary school education in Korea. The study aims to explore the direction for the development of master teacher education curriculum, including both qualification and in-service programs, through eliciting master teachers' core competences. Master teacher core competences were elicited through 3 steps: development of a competence model through literature review, master teacher job analysis and experts consultation, the 1st questionnaire for experts and the 2nd questionnaire for master teachers. The outline of the curriculum was suggested to provide practical implications to the programme managers. The research findings suggest that master teachers require 15 core competences which are classified into 5 categories. By analyzing the importance level and the present level of competences, it also suggests that qualification program be developed based on the importance level and in-service program be based on the results of Borich needs assessment showing the difference between the required and present levels of core competences. It was found that master teachers were aware of the importance of educational research and school support activities as well as their classroom teaching practice and teacher support activities. The research findings are expected to be used for the improvement of master teacher training program curriculum and further for other teacher training programs.

이 연구는 학교교육의 질 향상을 위해서 교사의 중요성이 증가하는 상황에서 도입한 수석교 사제도의 성공적인 정착을 위한 역량 강화 프로그램의 제공이 미흡하다는 문제인식에서 출발하 였다. 수석교사의 역량을 강화하기 위해 수석교사의 직무를 분석하여 수석교사의 핵심역량을 도 출한 후 이를 바탕으로 수석교사의 자격연수와 직무연수 교육과정을 개발하는 것으로 목적으로 한다. 문헌연구와 전문가협의회를 통해 역량모델을 마련한 후 전문가대상 설문조사와 수석교사 대상 설문조사의 2단계를 거쳐 수석교사의 핵심역량을 도출하였다. 핵심역량에 대한 수석교사의 설문결과를 활용하여 자격연수와 직무연수 교육과정의 개발 방향을 탐색하여 제시하였다. 연구 결과 수석교사에게 필요한 핵심역량은 5개 역량군과 15개 핵심역량인 것으로 나타났다. 핵심역 량에 대한 중요도와 보유도를 기준으로 분석한 결과 핵심역량에 대한 중요도를 기준으로 자격연 수 교육과정을 개발하고, 중요도와 보유도의 차이에 중요도를 고려한 보리치 요구도를 기준으로 직무연수 교육과정을 개발하는 것이 유용함을 확인하였다. 또한 수석교사는 수업활동과 교사 지 원활동 뿐 아니라 연구개발 활동과 기타 학교지원활동에 대한 중요성도 인식하고 있는 것으로 확인되었다. 이 연구 결과는 수석교사 연수교육과정의 개선에 활용될 수 있으며, 향후 이러한 모 형을 활용하여 신규교사, 상담교사, 교육전문직 역량강화를 위한 핵심역량 도출과 교육과정 개발 에 적용될 수 있다.
