Capacity Building has been considered as a way to achieve the success of local self-government and it is considered as the most essential part of a means of the modernization and promotion of works of local government. Office of the Deputy Prime Minister(ODPM) in the UK has emphasized the educational training as the most realistic and practical way among ways to strengthen capacity of local government. Recently, European Centre for Development Policy Management(ECDPM) announces that there is a close relationship between capacity and performance, and it considers the relationship between capacity and performance as the key factor of capacity building. In addition, it mentions the importance of educational training as intervention. Local government capacity building program has been initiated by cooperation of Department for Communities & Local Government (DCLG) and Local Government Association in the UK. It is found that the result of Comprehensive Performance Assessment(CPA) of British local Council supported by capacity building indirect support program has been improved. However, since it has been decided to repeal CPA and CAA, we select parish council derived from local community and investigate the process in which it enhances long-term survival capacity by acquiring the title of quality council as a realistic alternative of capacity building. We have studied the capacity in relation to decentralization and innovation. In Korea, local council was initiated 24 years ago and the prospect for local council is inevitably dependent on local council members and administrative staffs because local council consists of them and is being operated by them. In the future, capacity building in local council will provide a good alternative for the right directions.

지방자치를 성공적으로 이루기 위한 방안으로 언급되고 있는 역량제고는 지방정부의 현대화 및 업무증진 수단 의 가장 핵심적인 부분으로 간주되고 있다. 영국 부수상실(Office of the Deputy Prime Minister: ODPM)에서 는 지방정부 역량강화 방법 중 가장 현실적이고 실용성이 있는 방법으로 교육훈련을 강조한 바 있다. 최근 발 전정책관리유럽센터(European Centre for Development Pplicy Management: ECDPM)의 연구에서는 역량과 성과가 밀접한 관계가 있음을 발표하고 역량제고의 주요 요소로 역량과 성과의 관계를 중시하고 있다. 아울러, 개입으로서 교육훈련이 중요함을 언급하고 있다. 영국 지방정부 역량제고 프로그램은 지방정부부(DCLG: Department for Communities & Local Government)와 지방정부협회(Local Government Association)의 협력에 의해 시작되었다. 전반적으로 역량제고 간접 지원 프로그램을 지원받은 영국의 지방의회는 종합성과평 가(Comprehensive Performance Assessment: CPA) 결과가 향상된 것으로 나타났다. 그러나 CPA 및 CAA 를 폐지하기로 한 바, 지역공동체에서 유래한 패리쉬의회를 사례로 선정하여 역량제고의 현실적 대안으로서 질 적의회라는 지위를 획득함으로써 장기적 생존역량을 제고해 가는 과정을 고찰하였다. 우리의 경우 역량은 분권 및 혁신과 관련하여 연구되고 있다. 올해로 24년을 맞이하는 지방의회의 전망은 지방의회를 구성․운영하고 있 는 지방의원과 사무직원의 역량에 의해 좌우될 수밖에 없다. 앞으로 지방의회 역량제고가 지향하여야 할 방향 성에 대하여 좋은 대안을 제공할 수 있다고 본다.
