Creating a quota system is an effective way to curtail the under representation of women in politics. However, simply increasing the number of female politicians in public spheres it is not enough to change the still prevalent male-dominated culture and political structure. In the process of searching for quota system geared to bolster effectiveness that goes beyond sheer numbers, we noticed an urgent need for a strategy on how to attract more female representatives. Furthermore, it is time to change the way we think, and to figure out how to build a solid epistemological framework based upon gender equality. We need to create a general public consensus concerning the quota system for women in politics. In this paper, we aim to discuss the substantial increase of women’s representatives through the process of institutionalizing the quota system, how much it will contribute to gender equality and the results, as well as any issues that may arise. In order to explore the results of a quota system for women in politics, we will first look into the meaning and background of this specialized quota system. Then we will analyze the current situation of the quota system for women in politics by observing the parliamentary and local elections. Finally, we will attempt to analyze the institutional effectiveness and limitations surrounding the current quota system for women in politics, and then discuss a new direction, as well as the challenges inherent in this special interest quota system.

할당제가 여성의 과소 대표성 문제를 해결할 수 있는 유용한 수단임에는 분명하다. 그러나 단순한 숫자의 확대만으로는 기존 남성 중심적인 정치구조와 문화를 바꾸는데 부족하다. 할당제의 실효성과 효과를 모색 하는 과정에서 숫자를 넘어서 어떻게 하면 여성의 대표성을 증대시킬 수 있는지에 대한 전략적인 고민이 절 실하게 요구되고 있다. 더 나아가 할당제를 통해 젠더평등에 대한 견고한 인식론적 틀을 마련하고 사회적 합의를 만들어 갈 수 있는지 새로운 사고의 전환이 필요한 시점이다. 이에 본 논문에서는 여성정치할당제의 제도화 과정에서 여성의 대표성이 실질적으로 얼마나 증대되었으며 젠더평등에는 얼마나 기여하였는지 할 당제의 성과 및 문제점에 대해 논의해보고자 한다. 한국의 여성정치할당제의 성과 및 문제점을 알아보기 위 해 본 논문은 첫째, 여성정치할당제의 의의 및 도입배경을 살펴볼 것이다. 둘째, 국회의원 선거와 지방선거 를 중심으로 한국 여성정치할당제의 현황에 대하여 분석하고자 한다. 셋째, 여성 정치할당제의 제도적 효과 및 한계에 대한 진단을 시도해보고 숫자를 넘어서 한국 여성정치할당제의 새로운 방향 및 과제에 대해 논의 하고자 한다.
