On January 1950, Truman and Acheson successively made statements and speeches about the Far East Front Defense Perimeter theory of the United States(U.S.), publicly declaring that the Korean Peninsula lay outside the defense perimeter. Therefore, during this period, the strategy of the U.S. on the Korean Peninsula was charcterized by "being free from Korea". However, after the war broke out in Korea on June 25, 1950, the U.S. was quickly involved in the war by sending its troops under the United Nations' flag. The reasons why the Truman administration made so big strategic adjustment in such a short time were complex. We made analyses and discussions from multiple viewpoints: First, analyzing the recognition and policy of the Truman administration on the Korean Peninsula after World War II and before the “defense perimeter” speech; second, analyzing the transition of the U.S. -Soviet relations as well as the impact of the civil factors on the U.S. decision-making; third, analyzing the guidelines of China's lean to the side of the Soviet-led socialist camp and the influence of the Sino-Soviet alliance on the strategic adjustment of the U.S. in the Korean Peninsula.

1950년 1월, 트루먼 (Harry Truman)과 애치슨（Dean Gooderham Acheson）은 연이어 미국의 극 동정책의 이론적 근거가 되는 성명과 선언을 발표한다. 이 극동정책에서 우리는 한반도가 미국의 극동방위 선에서 제외되었음을 알 수 있다. 그러나 1950년 6월 25일 한국전쟁이 발발한 후 미국은 한반도에 대한 전 략을 조정하였다. 그 원인은 매우 복잡하여 다양한 각도에서 분석 가능하다. 본 논문은 최근 몇 년간 중국에서 새롭게 발표된 문헌 자료들을 통해 이 문제를 재조명하려 한다. 먼저, 제2차 세계대전부터 애치슨 선언 전까지 한반도에 대한 트루먼 정부의 인식 형성과 그 정책에 대해 분석할 것이다. 둘째, 미국과 소련 간 동맹에서 냉전으로의 관계 변화와 미국 국내요인이 미국 정책결정자에게 어 떤 영향을 미쳤는지 분석할 것이다. 마지막으로 중국의“일변도(一邊倒)”정책 및 중국과 소련의 동맹결성이 미국 한반도 전략에 미친 영향에 대해 분석할 것이다.
