In this empirical case study, a selection model is presented for identifying efficient R&D projects within a national technology innovation research and development (R&D) program. In particular, the selection model is established based on typical R&D logic models and designed to cope with two distinct types of R&D institutions conducting Not-For-Profit and For-Profit R&D projects. Additionally, the total of six performance factors investigated are deployed into the model in accordance with the recent major guidelines proposed by the Korean government. With this model, two consecutive stages can be logically implemented for pinpointing efficient R&D projects (i.e., excellent performance practices). The first stage is a performance screening process, which searches a group of R&D projects achieving performance created at each performance factor. Afterwards, data envelopment analysis (DEA) is carried out to determine efficient R&D projects. The sample of N = 2,868 observations (i.e., R&D projects) is examined and core conventional normalization indices are scrutinized for the model verification also. In particular, with this model, it is expected that practitioners in charge of R&D performance analysis can rank and select R&D projects more systematically from the efficiency perspective.

본 실증사례연구에서는 기술혁신 국가연구개발사업을 대상으로 효율적 R&D 과제를 체계적으로 선별할 수 있는 모형 및 그 활용 절차를 소개한다. 전형적인 R&D 논리모형 (Logic Model)에 기초하여 본 선별모형을 수립하였으며, 분석 대상 R&D 주관기관 유형을 비영리 기관 및 영리 기관, 두 가지 서로 다른 유형으로 명시적으로 분류하여 설계된 점이 특징이다. 본 선별모형에 기초하여 진행되는 2단계 축차적 절차는 다음과 같다. 제 1단계는 고려 대상 R&D 성과 항목 모두에 대해서 성과 창출에 성공한 R&D 과제만을 추출한다. 이후 제 2단계에서는 자료포락분석 (Data Envelopment Analysis, DEA)을 실시하여 효율적 R&D 과제만을 최종적으로 판별한다. 분석 샘플 N = 2,868개 종료 R&D 과제를 대상으로 본 선별모형의 타당성을 검증하였다. 검증 결과, 본 선별모형에 의해 최종 확인된 효율적 R&D 과제들은 실제 R&D 성과분석 현장 실무자들이 신뢰하는 대표적인 정규화지표 (Normalization Index)에서도 상대적으로 우수한 것으로 확인되었다.
