Worldwide since the mid-20th century, including the Cold War era as the various crises faced was the fact that it was not even willing to devote the attention even afford to worry about culture. Therefore clear provisions on the concept of culture today, and also because of theoretical consensus can not be talked about and been done properly, will be able to be true. It is clear that discussions on regional cooperation, attention so far made of the most political and economic and security issues. Gamyeo create a new theoretical basis to discuss the regionalism cultural community or cultural cooperation, which has been expanded in recent years in this regard is the need to pay attention to culture that is emerging strongly. Therefore, in this paper, based on the background and problem consciousness, focusing on cultural perspectives within the easement began to receive attention come in the post-Cold War economic groups, which can be one of the mediators and the central axis for cooperation in the area of security in East Asia, Northeast Asia were willing to pay attention to cultural discourse. And we want to think about the flow and its limitations and alternatives of cultural discourse through them.

20세기 중반 이후 전 세계적으로 냉전을 비롯하여 다양한 시대적 위기에 봉착하게 되면서 문화에 신경을 쓸 여력도 관심을 쏟을 의향조차도 없었던 것이 사실이었다. 그로 인해 오늘날에도 문화라는 이 개념에 대한 명확한 규정과 이론적 합의가 제대로 논의되고 이루어지지 못해 왔던 것도 사실이라 할 수 있을 것이다. 지금까지 지역주의 협력에 관한 논의는 대부분 정치와 경제, 안보문제를 중심으로 이루어져 온 것은 분명한 일이다. 이런 점에서 최근에 전개되어 왔던 지역주의 문화공동체 또는 문화협력을 논하는데 새로운 이론적 바탕을 만들어가며 문화에 주목할 필요성이 강하게 대두되고 있는 것이다. 따라서 본고에서는 이러한 배경과 문제의식을 기반으로 하여 탈냉전기에 들어와 주목을 받기 시작한 지역권내의 문화적 시각에 초점을 맞추어 경제, 안보 분야의 협력을 위한 하나의 매개체이자 중심축이 될 수 있는 동아시아, 동북아시아의 문화적 담론에 주목을 하고자 하였다. 그리고 이를 통하여 문화담론들의 흐름과 그 한계와 대안에 대하여 생각해 보고자 하였다.
