In current, the Korean government has projected a resident autonomy council in theEup· Myeon·Dong local districts(thirty-first) for strengthening the resident autonomy. Therefore, this paper reviewed some theoretical backgrounds, current practices, and itsproblems for laying out the developmental tasks of the resident autonomy council. With based on this critical argument, this article suggested four dimensions asestablishment and character, organizational structure, configuration and operation,project of the resident autonomy council. First, after the project practice of the resident autonomy council, local residents can choose the one in the resident autonomy committee(local community center) and/orresident autonomy council rather than the extended establishment of resident autonomycouncil in every Eup·Myeon·Dong. Second, in terms of residents structure in addition to residents' current practice anddemonstration that 'cooperative' 'integrated', 'resident organization-type' model assoon as possible to conduct a demonstration it is necessary to find a model suitable tothe conditions and characteristics of the Eup·Myeon·Dong areaThird, in the dimension of configuration and operation of the resident autonomycouncil, it is needed a legalization for the practice; the council members should becomprised by residental representations, voluntary evolvement, and professionalism; andthe networking among central government and metro and local governments is alsoessential by the administrative and budgetary assistance for the settlement of residentautonomy council,Fourth, for the harmonious management of the resident autonomy council project,the corporative governance among the council and its local residental organizations(self-developed organization and agency) is necessary with the center of this council. Also the office space and payed office workers are needed for the successfuldevelopment of the resident autonomy council in the future.

최근 정부에서 주민자치를 강화하기 위해 31개 읍면동에 주민자치회를 시범실시하고있다. 따 라서 본 연구에서는 시범실시하고 있는 주민자치회의 이론적 배경, 실태 및 문제점을 검토하여 향후 주민자치회의 발전과제를 제시하는데 있다. 즉 주민자치회의 발전과제로는 주민자치회의 설치 및 성격, 구조, 구성 및 운영, 사업 등 네 가지 측면에서 제시하면 다음과 같다. 첫째, 주민자치회 설치 및 성격측면에서 시범실시 사업이 끝나고 확대 실시할 경우 모든 읍면 동에 주민자치회를 설치하기보다는 당분간 지역여건에 따라 주민들이 기존의 주민자치위원회( 주민자치센터)와 주민자치회중 선택적 운영을 하도록 할 필요가 있다. 둘째, 주민자치회 구조측면에서 현재 시범실시하고 있는 ‘협력형’외에도 ‘통합형’, ‘주민조직형’ 모델도 조속히 시범실시를 하여 읍면동 지역의 여건과 특성에 적합한 모델을 찾는 것이 필요하 다. 셋째, 주민자치회 구성 및 운영 측면에서 주민자치회의 설치와 운영에 관한 법률을 조속히 제 정하여 적극적인 주민자치회 활동을 위한 법적 뒷받침이 필요하고, 주민자치회위원 구성에도 주민대표성, 자발성 및 전문성의 제고가 필요하며, 아울러 주민자치회가정착될 때 까지 중앙정 부, 광역자치단체, 기초자치단체가 네트워킹을 구성하여 행·재정적지원과 관심이 필요하다. 특 히 광역 및 기초자치단체에 지원조직 설치 및 전담공무원 배치와 주민자치회가 자치단체로부 터 위탁.위임사무나 주민자치사무 발굴 및 운영을 통해얻은 수수료, 사용료, 수입금 등 자체재 원으로 운영할 수 있도록 할 필요가 있다. 넷째, 주민자치회 사업 측면에서 주민자치회 사업을 원활히 추진하기 위해 주민자치회와 지역 내 다른 다양한 주민조직(자생조직 및 단체)과 협력적 거버넌스 구축이 필요하며 그 중심에는 주민자치회가 되어야 하며, 아울러 주민자치회 전용공간 확보와 유급사무원 채용이 이루어져야 한다.
