Rapid changes in the international environment, the quantitative increase in the service of the people, the importance of the state role is growing due to varying levels of demand. and Improvement of public interest through the historical experiences and social Revisited of Saemaul Undong As well as expansion and re-establish the status of international interest in the Saemaul Undong , there is a need to find a new direction in accordance with the contemporary environmental changes. this study is analyed what is the importance and Performance of the policy options in the future Task Force for the policy orientation of the Saemaul Undong. The study was conducted through a survey of Saemaul Undong leaders, officials and experts. The result of matrix analysis of the factorr of level or importance and level of performance about Saemaul Undong policy Propulsion direction, 7 characteristics of ‘Philosophy of Spirit, implementation strategies, political and administrative support’ took quadrant 1 of high level of importance and high level of performance. Second, 10 characteristics of ‘ideological spirit, promoting subjects, promotion strategy, business, political and administrative support’ took quadrant 3 of low level of importance and low level of performance. Lastly, 5 characteristics of ‘promotion subject, strategy, business, social and cultural environment’ took quadrant 4 of low level of importance and high level of performance. and was analyzed to have to be a gradual improvement. Such as the ongoing management of the necessary parts will focus their efforts on what part of this study was to compare the properties of the policy direction set by eliciting the Saemaul Undong.

국제환경이 급속한 변화, 국가에 대한 국민들의 서비스의 양적 증대, 다양한 수준의 요구 등에 의해 국가의 역할의 중요성이 커지고 있기에 새마을운동의 역사적 성공 경험과사회적 재조명 을 통한 국민적 관심도의 제고는 물론이고 새마을운동의 국제적 관심 확대와 그 위상를 재정립 하여, 그 시대적 환경변화에 따른 새로운 방향을 모색할 필요성이있다. 이에 본 연구에서는 새마을운동의 정책방향설정에 대하여 향후 업무추진에 있어서 정책방안의 중요도는 무엇이며, 수행도는 무엇인가를 분석하고자, 연구대상을 새마을지도자,관련 공무원 과 관련 전문가들의 설문조사를 통하여 이루어 졌다. 연구를 통해 중요도 및 수행도 속성의 매트릭스 분석결과를 살펴보면, 새마을운동의정책추진 방향 설정에 대한 높은 중요도와 높은 수행도의 Ⅰ사분면은 ‘이념 및 정신, 추진전략, 정치·행 정적지원’에서 7가지 속성이 자리하였다. 또한 낮은 중요도와 낮은 수행도의Ⅲ사분면은 ‘이념 정신, 추진주체, 추진전략, 사업, 정치·행정적지원’ 의 10가지 속성이 자리하였다. 마지막으로 낮은 중요도와 높은 수행도의 Ⅳ사분면은 ‘추진주체, 전략, 사업, 사회·문화적환경’ 에서의 5개의 속성 등으로 나타났으며, 점진적 개선되어야 할 것으로 분석 되었다. 본 연구를 통해 어떤 부분에 역량을 집중할 것인가와 지속적으로 관리가 필요한 부분 등을 새 마을운동의 정책방향설정의 속성을 도출하여 비교할 수 있었다.
