The North-Korean refugees are becoming the other in the Korean society. Their Nationality is definitely Korea, but the Korean society doesn’t recognize the North-Korean refugees as ‘us’. The North-Korean refugees are a kind of ‘social minority’ who are discriminated and alienated. It involves directly or indirectly the reality which they aren’t protected from the labor rights in the Korean society. To protect the labor rights of North-Korean refugees are prior problem for the social integration, specially the mind integration in the Korean society. A large number of the North-Korean refugees go to the work which there are exclusion from the labor rights, for the living. The North-Korean refugees clearly have the Korean citizenship, but their labor rights aren't protected. It is not only the problem to protect the labor-law. They are alienated from the koreans who they meet at the work places as well as that they are alienated and excluded in the labor market. The Korean society have to make efforts to protect their labor rights for the mind integration between the North Korean refugees and South-Koreans.

한국사회에서 북한이탈주민들은 ‘타자(他者)’화 되고 있다. 북한이탈주민의 국적은 분명 ‘대한민국’이지만, 한국사회는 북한이탈주민을 ‘우리’로 인정하고 있지 않다. 북한이탈주민들은 차별받고 소외되고 있는 ‘사회적 소수자’ 가운데 하나이다. 이는 노동권으로부터 보호받지 못하고 있는 현실과 직간접적으로 관련되어 있다. 북한이탈주민들의 노동권 문제가 사회통합, 특히 마음의 통합을 위해서 선결되어야 하는 과제이다. 북한주민들 가운데 많은 수가 노동권의 사각지대에서 생계를 유지하기 위해서 일터에 나가고 있다. 북한이탈주민은 분명 한국의 시민권을 가지고 있지만, 그들의 노동권은 보호받고 있지 못하다. 이는 단순히 법의 문제가 아니다. 북한이탈주민들은 노동시장에서 배제될 뿐만 아니라 노동현장에서 만나게 되는 남한사람들로부터 소외되고 있다. 한국사회는 북한이탈주민과 남한 사람들 사이에 마음의 통합을 위해 북한이탈주민들의 노동권을 보호하는데 경주(傾注)해야 한다.
