As the world has industrialized, urbanized and the value has changed, the family structure and its function have changed. In past, the aged were looked up but now they were looked down as a nuisance. An assailants of the aged abuse crime are almost their son, daughter, daughter-in-law, etc. Their pressure and stress for caring the aged are the critic cause of the aged abuse crime. Because they have to support their parents even they are not afford to support. So they accumulate dissatisfaction and stress. In addition, if they spent the unfortunate childhood, the resentment for that would lead the abuse of the elderly Therefore we should active HYO Welfare System to support family's support ability as the method of correctional welfare dimension. Then we could prevent aged abuse crime. In this study I suggest the activation plan of HYO Welfare System. For example we should prepare a reward program for the people who is devoting to their parents, actualize of the aged parents support allowance, extend the residential benefits for the family supporting the aged, active layoff system for caring family, expand a tax favor, and active a counseling service for the support family.

산업화, 도시화 그리고 가치관의 변화로 가족 구조와 기능이 변화되면서 과거 우리나라의 노인은 집안의 어른으로서 공경의 대상이었지만 이제는 돌봄이 필요 한 귀찮은 존재로 전락하고 말았다. 노인학대의 가해자는 주로 아들, 며느리, 딸 등 노인을 부양하고 있는 자녀들인데 부모부양에 대한 부담과 스트레스가 노인 학대의 중요 요인이 되고 있다. 부모를 부양할 수 있는 여건과 능력이 되지 않음 에도 불구하고 다른 선택권이 없어 가족이라는 이유로 어쩔 수 없이 부모를 부 양하게 되는 경우 불만과 스트레스가 쌓이게 되고, 거기다가 불우한 어린 시절을 보냈다면 그에 대한 원망으로 노인학대로까지 이어질 수 있는 것이다. 따라서 노인학대범죄를 예방하기 위한 교정복지적 차원의 노력으로서 부모 부 양 가족들의 부양 능력을 키워주기 위한 효복지제도의 활성화가 필요하며, 이에 본 고에서는 효행자 포상 제도의 활성화, 노부모 부양수당의 현실화, 노부모 부양 가족을 위한 주택 관련 혜택 확대, 가족 돌봄 휴직제도 활성화, 세제혜택 확 대, 노부모 부양 전문 상담서비스 활성화 등의 효복지제도의 활성화 방안을 제시 하였다.
