There is a general consensus that the ROK-US Combined Defense System must be kept for the safety of the Korean Peninsula. the ROK-US Combined Forces Command is a commanding authority to execute the ROK-US Combined Defense System which is inseparable relation with the conversion of Wartime Operational Control. It is because the conversion of Wartime Operational Control means the dissolution of the ROK-US Combined Forces Command. Since the 3rd nuclear experiment of North Korea, the ROK and the US reviewed ‘Contingent Wartime Operational Control conversion’. If ‘Contingent Wartime Operational Control conversion’ policy is decided, Korea needs to reinforce the ROK-US Combined Defense System by separating before and after Wartime Operational Control conversion. Firstly, before Wartime Operational Control conversion, Korea must make effort to improve the combination and cooperation with the US Forces, Korea practically, and also reinforce the capacity of the ROK forces in order to prepare Wartime Operational Control conversion. For this purpose, the role of the ROK Forces in the information and operations directorate in the ROK-US Combined Forces Command must be strengthened and the national defense reform must be carried out according to the plan. And, it is important to resolve the South-South conflict in relation to Wartime Operational Control by using the concept of ‘Target period’ rather than ‘Conversion schedule’ of Wartime Operational Control. Secondly, after Wartime Operational Control conversion, the ROK-US Combined Defense System must be kept led by the Chairman of the Joint Chiefs of Staff of the ROK forces. For this purpose, as soon as Wartime Operational Control conversion, the Chairman of the Joint Chiefs of Staff of the ROK forces carries out the development of Peacetime Operation plan and operation control right. In the event of wartime, if the large scale of the US Forces is deployed according to the progress of the situation, it needs to entrust the UN Forces Commander to carry out Wartime Operational Control in order to keep the balance between the ROK and the USA. In particular, it is necessary to grant the peacetime operation control rights on 28,500 US Forces, Korea to the Chairman of the Joint Chiefs of Staff of the ROK forces in order to restrict ‘operational flexibility’ of the US Forces, Korea and for The ROK Forces to equip military capacity of ‘customized restriction strategy’ against the nuclear provocation of North Korea

한반도 안보를 위해서는 한미연합방위체제가 반드시 유지되어야 한다는 주장에는 대부 분 공감하고 있다. 한미연합사령부는 한미연합방위체제를 수행하는 지휘기구로서 전작 권 전환과 불가분 관계가 있다. 전작권 전환은 한미연합사의 해체를 의미하기 때문이 다. 북한의 3차 핵실험이후 한미 양국은 ‘조건에 기초한 전작권 전환’을 검토하고 있다. ‘조건에 기초한 전작권 전환’정책이 결정될 경우, 한국은 전작권 전환 이전과 이후로 구분하여 한미연합방위체제를 보다 강화시킬 필요가 있다. 첫째, 전작권 전환 이전에는 한ž미군의 연합 및 합동성을 실질적으로 제고시키기 위한 노력과 함께 전작권 전환준비를 위한 한국군의 역량을 보다 강화해야 한다. 이를 위해 한미연합사의 정보ž작전참모부에 한국군의 역할을 강화시키고, 국방개혁을 차질 없이 추진해야 한다. 또한 전작권 전환은 ‘조건’과 ‘시기’를 제시하되, 조건은 북한의 핵문제 에 대한 한국군의 대응능력을 고려해야 하며, ‘시기’는 ‘목표시기’라는 개념을 사용함으 로써 ‘조건’이 달성되지 못하거나 안보환경의 변화로 새로운 위협이 대두될 경우 재조 정될 수 있음을 밝힘으로써 전작권과 관련된 남남갈등을 해소시켜야 한다. 둘째, 전작권 전환 이후에도 한국 합참의장 주도로 한미연합방위체제가 유지될 수 있 어야 한다. 이를 위해 전작권 전환과 동시에 한국군 합참의장이 전ž평시 작전계획 발전 및 작전통제권을 수행하되, 전시에는 상황진전에 따라 대규모의 미군전력이 전개되는 시점에서는 유엔군사령관이 전작권을 수행할 수 있도록 함으로써 한미 간 균형성을 유 지시킬 필요가 있다. 특히 28,500명의 주한미군에 대한 전ž평시 작전통제권을 한국군 합참의장에게 부여함으로써 주한미군의 ‘전략적 유연성’을 제한시킬 수 있도록 하며, 북한의 핵 도발에 대비한 ‘맞춤형 억제전략’에 대한 한국군의 군사적 역량을 갖추도록 해야 할 것이다.
