The issue of securing outstanding cadre is directly related to the existence of a nation from a long-term perspective. Yet, as Korean exhibit a major tendency to respect the literary arts and have a contempt for the military arts, there hardly was a big interest in procuring elite cadre from a national level. Besides, for the unique security environment of the Korean peninsula, conscription system is conducted across all the Korean people. Due to the system, society tends to view initial cadres as a part of military duty. However, as incentives -such as pension benefit, working environment improvement, and scholarship support for long-term career soldiers are increasing, a number of universities are establishing the department for military science to educate and train future cadres. In fact, before founding the department, all the universities in Korea recruited military scholarship students. This allowed to secure medium-range military officers in advance. After that, Korean military authority has supported tuition fees for students in military science department without any additional budget increment by adjusting the number of recruitment of military scholarship students. Hence, this study presents development plans for the securement policy through comparative analysis on student's curriculums, capability, and character of past military scholarship students and current students from military science departments. Related staff divided into pros and cons on operating the department of military science. Nevertheless, this research subject should be discussed continually in the level of a outright victory to secure excellent cadres that are directly concerned with future security of Korea.

정예 군 간부 확보 문제는 장기적인 관점에서 국가 존망과 직결될 수 있는 중요한 사 안이다. 그러나 우리나라는 뿌리 깊은 문존무비(文尊武卑)사상으로 인하여 군의 우수인 력 확보문제에 대해 국가적 차원에서 큰 관심을 가진 적이 거의 없었다. 더구나 한반 도의 특수한 안보상황으로 인하여 전 국민 징병제를 시행하고 있어 군 초급간부도 병 역의무 이행차원에서 바라보는 사회적 인식이 강했다. 그러나 최근 장기 직업군인의 연금혜택, 근무환경 개선, 대학재학 중 장학금 지원 등 의 군간부 지원자에 대한 인센티브 확대에 따라 수년 전부터 많은 대학에서 군사학과 를 개설하여 대학생들을 예비 군 간부로 교육하고 있다. 사실 군사학과 개설 이전에는 전국 대학에서 군장학생을 모집하여 중기복무 예비장교 후보자를 사전 확보했다. 그 후 군에서는 별도의 추가 예산증액 없이 기존 장학금으로 일반 군장학생 인원을 조정 하여 군사학과 재학생들에게 등록금 지원을 하고 있다. 따라서 본 논문에서는 과거 일 반장학생 제도와 군사학과 개설 이후 대상 학생들의 교육과정, 자질, 품성 등을 상호 비교 분석하여 향후 정책 발전방향을 제시 하였다. 현재 민간대학 군사학과 운영에 대해 관련 실무자들의 의견은 찬반이 엇갈리고 있다. 그러나 미래 우리 국가의 생존 문제를 직접적으로 좌우할 우수 군간부 확보를 위해 대 승적 차원에서 다 같이 지혜를 모아 지속적으로 고민해 보아야 할 연구 과제라고 생각한다.
