International environment rapidly changed by cease of cold war, fall of communist areas, and shift of system was very shocking worldwide event to the South and North Korean governments. A new international order appeared soon after the end of ideology era kindled debate about unification in Korea. This meant expansion of debate about unification towards private sector. There was a recognition that Korean development based on the West oriented diplomacy has a limitation. So Roh Tae-woo administration established Northern policy. Northern policy of Roh Tae-woo administration started from foreign environment called relative, benign negligence of the USA. The policy had brought great achievement in Korean diplomacy history by establishing diplomatic relations with the Third world, Eastern Europe areas, Russia, and China in the order, and forming good neighbor and friendship relations with them. This study tried to know proceeding background and progress of Northern policy which Roh Tae- woo administration actively proceeded with, its implications, and results. And the author analyzed implications of Northern policy applying network diplomacy strategy theory and soft power theory which are new analysis frames.

냉전의 종식과 공산권의 몰락 그리고 체재이행으로 인해 급변한 국제환경은 남북한 정부에게 매우 충격적이고 세계적인 사건이다. 이데올로기 시대의 종언과 함께 등장한 새로운 국제질서는 한국에게는 대내적으로 통일논쟁에 불을 지폈고, 이것은 통일논쟁의 민간으로의 확대를 의미했다. 대외적으로는 더 이상 서구중심의 외교로는 한국의 발전은 한계에 이를 수밖에 없다는 인식이 대두되었고 이를 통해 노태우 정부는 북방정책을 수립하였다. 노태우 정부의 북방정책은 미국의 상대적으로 우호적인 방치”(relative, benign negligence)라는 대외적인 환경에서 출발하였고, 제3세계와 동구권, 소련, 중국의 순서로 국교수립과 선린우호관계를 형성함으로서 한국 외교사에 큰 업적을 쌓았다. 이 논문은 노태우 정부가 야심차게 추진한 대외정책인 북방정책의 추진배경과 진행과정과 그 함의, 그리고 결과물을 알아본다. 새로운 분석의 틀인 네트워크 외교전략 이론과 소프트파워 이론을 적용하여 북방정책의 함의를 분석한다.
