As South Korea has already entered an aging society, the problem of elder abuse is no longer a private issue and an active social consensus and political measures are required. Since the 1980s, South Korea has paid more attention to the problems of the elderly and expanded the study and professional practice on the elderly welfare, which has consequently increased the opportunity to find the problem of the elder abuse. In general, gerontologists note that a variety of problems by the elderly such as elder abuse, sexual matter, elderly divorce become a social problem when the rate of aging is over 7% and about 10%. Although elder abuse has been no longer a matter of the individuals but the whole society, the national and social effort for prevention, treatment, and protection is not sufficient. Therefore, this study suggests the political measures about elder abuse including analyzing the factors which affect elder abuse based on the existing studies on it, diagnosing empirical aspects with the cases and statistical data of elder abuse which occurred in southern Seoul from January 1st 2013 to December 31st 2013, understanding the current status and characteristics of elder abuse by comparing and analyzing the countermeasures of welfare-developed countries, and reviewing the enactment of ‘elder abuse act“ as an alternative, after examining the problems of response system.

이미 고령화사회에 접어든 우리 사회는 더 이상 노인학대문제를 국민 개인의 문제로만 볼 수 없으며, 학대에 대한 적극적인 사회적 공감대 뿐 아니라 정책적인 대안도 마련되어야 할 것 이다. 1980년대 들어 우리 사회가 노인들의 문제에 보다 많은 관심을 가지고 노인 복지와 관 련된 연구 및 전문적 실천의 확장을 가져왔으며, 이는 결과적으로 노인학대를 발견할 수 있 는 기회를 증대시켰다고 볼 수 있다. 일반적으로 노년학자들은 고령화율이 7%를 넘어 10% 에 이르는 동안 노인으로 인한 다양한 형태의 노인학대, 성문제, 황혼이혼 등이 필연적으로 사회문제(social problem)화 된다고 보고 있다. 이제 우리나라에서도 노인학대가 더 이상 개인의 문제가 아니라 전체 사회문제로 제기되었 음에도 이에 대한 국가적, 사회적 차원의 예방 및 치료, 보호를 위한 노력은 미비한 수준이라 고 할 수 있다. 따라서, 본 연구에서는 노인학대에 대한 기존의 연구들을 토대로 노인학대에 영향을 주는 변인이 무엇인지, 그리고 2013.1.1.부터 2013. 12.31.까지 서울시남부지역에서 발생한 노인학대 사례와 통계자료 등을 바탕으로 실증적인 측면을 진단하며, 복지선진국들 의 노인학대 대처방안 등과 비교․분석하면서 최근 노인학대의 실태와 특징 그리고 대응 시스 템의 문제점을 살펴 본 후, 그 대안으로 “노인학대 방지법”의 제정을 검토해 보는 등 노인학 대에 대한 정책 방안을 제시한 연구이다.
