Tourism has played a crucial role as an important driver for economic growth and prosperity in countries but the increased reliance of economy on tourism is dependent on air transportation. The relationship between tourism and aviation are becoming more explicitly recognized, and these relations are having a role in governments’ aviation policy formation. Traditionally, international aviation has been regulated for decades by the countries' interests. Even though there are trade-offs effect exist between aviation and tourism policies, many countries realized that tourism benefits are becoming much more important as a factor influencing their international aviation policies, nowadays. The main purpose of this study is to investigate the linkage between air transportation and tourism policy, and analyze different factors affecting air transport for tourism in the context that air transport is a major means of accessibility for international tourist's destinations. It is an important task and a duty for the policy makers to take a balance between interests for home country airlines, benefits to home country travellers, and benefits from increased inbound tourism. The results of this study suggest that policy makers and researchers need to pay much more attentions to relationships that exist between air transportation and tourism.

국제관광객수는 2030년의 경우 총 18억 명에 달할 전망이며, 항공은 관광객 이동의 주요한 수단이 되고 있다. 국제항공여객운송과 관광객 이동이 경제성장률과 밀접한 연 관성을 가지며 유사한 비율로 성장하면서, 항공부분이 관광분야 연구들에서 주요 주제 가 되어왔다. 반면에, 관광에 대한 항공의 영향은 전체적으로 미개발 영역으로 남아있다 고 할 정도로 많지 않으며, 특히 항공과 관광의 상호작용(trade-offs)과 연계성에 대한 연 구는 국제적으로도 부족한 실정이다. 정부의 정책 당국은 항공사들에게서 노선 확대를 위해 운항권을 확보하도록 하는 요 청과 함께, 경쟁으로부터 보호해달라는 등의 압력을 받는다. 한편으로는 관광산업 발전 을 위해 항공 공급 확대와 항공운임 인하를 필요로 하고 있다. 이에 본 연구에서는 그간의 국제적인 항공정책 동향과 내용을 중심으로 하여 항공과 관광 정책의 연계성을 분석하고, 이를 통해 향후 관련 분야 연구 활성화를 위한 계기를 제공하고자 한다. 나아가 관광과 항공부문 정책방향에 대한 실무적인 시사점을 도출하 고자 한다.
