In this paper, we analysed the absolute and conditional convergency hypothesis and the determinants of productivity in manufacturing and service industries from 2000 to 2009 with Gangwon Province by using panel analysis. In terms of convergency hypothesis test, GangWon Province rejects the null hypothesis(H0) of the absolute convergency & Conditional hypothesis in manufacturing sector, but doesn't reject the null hypothesis(H0) of the absolute convergency & Conditional hypothesis in service sector implying that Gangwondce is converging to the steady-state equilibrium with manufacturing sector. However, In addition, the results of the determinants of the labor productivity in manufacturing and service industry show that human capital and government expenditure don't affect to the labor productivity in both of sectors but total capital formulation does affect to labor productivity. The R&D activities and manufacturing and service location variables have affect to labor productivity seriously. Hence, for the total factor productivity, the government has to revise the balanced regional development policy to develop regional manufacturing and service industries with industrial clustering relations.

강원지역 지역패널회귀분석을 이용한 제조업 및 서비스업 부문 절대적 및 조건부 수렴여부를 살펴본 결과, 강 원지역 제조업 생산성의 절대적 수렴 및 조건부 수렴가설 모두 귀무가설(H0)를 기각하고 있는 반면, 서비스업 생산성의 절대적 수렴과 조건부 수렴 모두 귀무가설인 H0를 기각하지 못하는 것으로 나타났다. 이는 강원지역 의 제조업 전략산업을 중심으로 전 지역간 spill-over효과가 나타나는데 반하여 서비스업은 지역내로 효과가 제한적인 것을 의미한다. 강원지역 제조업 및 서비스업 생산성 결정요인 분석결과를 살펴보면, 인적자본변수(HC)와 정부지출변수(GPC)는 제조업과 서비스업 모두 통계적으로 유의하지 않는 것으로 나타났고, 총자본형성(FCPC)변수는 제조업 및 서비스업 모두 1인당 부가가치와 정(+)의 관계로 유의함에 따라 강원지역 의 자본축적이 강원도 지역내 생산성의 향상을 야기시키는 것을 확인할 수 있었다. 또한 연구개발투자변수의 경우도 제조업 및 서비스업 모두 1인당 부가가치와 정(+)의 관계로 나타남에 따라, 연구개발활동이 강원지역 제조업 및 서비스업의 생산성을 제고시키는 것으로 나타났다. 이와 같은 분석결과는 강원도 전체 지역의 생산 성 향상을 위해 전략 제조업을 중심으로 한 물적투자 및 연구개발투자가 형성되어야 할 것을 시사하는 바이다 .
