Small and medium-sized enterprises are the driving force of local economic development and play important roles in employment facilitation, thus receiving supports from the government as a part of the policies. The government's policies to support small- and medium-sized enterprises used to focus on supports related to finance, taxes, and facilities required to achieve the scale of profit in the heavy chemical industry-based economy(capital intensive economy). Today, however, those policies need to change the direction toward such management resources as technologies, talents, and information according to the knowledge-based economy and globalization. In such a reality, this study examined Territorial Intelligence as a public policy to reinforce the information and knowledge utilization of small- and medium-sized enterprises at the local level in France. The study first looked into the goals of the policies related to the implementation of IT as public policies by the French government, the organizations of the central government and local governments to propel it, and their activities. The study also reviewed the cases of IT activities at industrial clusters that promoted information exchange and sharing and served as a bridge between the public and private sector in France. Based on those cases, the study finally offered implications for public policies to activate the utilization of information and knowledge at small- and medium-sized enterprises with regard to the growth of local economy through cooperation between public agencies and private companies at the local level across the nation.

중소기업은 자원과 역량이 제한되어 있는 현실에서 정보의 수집, 분석, 활용과 관련한 경쟁정보 활동을 독자적으로 실행하는데 많은 어려움이 따른다. 따라서 오늘날 정부에서 중소기업을 위한 정보의 수집, 분석, 활용에 관한 정책적 지원의 필요성을 갖게 되었다. 이런 정책은 프랑스에서 ‘국토정보’(Intelligence Territoriale: IT)란 이름으로 공공정책을 추진하고 있다. 본 논문은 먼저 기업에서 정보의 수집, 분석, 활용과 관련한 CI 활동에 관해 살펴보고, 프랑스의 지역차원에서 중소기업에 필요한 정보의 교류와 공유를 촉진하려는 IT의 필요성에 관해 알아본다. 이어서 프랑스 정부에서 추진하는 IT의 생성과정과 이를 추진하는 국가조직과 IT를 활성화와 관련하여 산업클러스터를 중심으로 공공부문과 협력하여 중소기업에 필요한 정보를 서비스하는 사례를 살펴본다. 마지막으로 국내 지역의 경제행위자들 사이에 정보의 교류와 공유의 활성화를 바탕으로 중소기업의 경쟁력 확보와 관련한 IT 정책의 시사점을 제시한다.
