On the process of governmental project for developing peripheral area, roles of local official is very important for successful performance. It is because local government official is still a big part of interest group, even though current governmental projects orientate bottom-up process. Particularly, lack of vary resources at peripheral area increase the importance of officials' willing and capacity. Therefore, this study is to reveal the obstacles and improving requirements from the viewpoint of local officials. 64 officials have participated in our survey, who are currently the person in charge of governmental projects. for better understanding, various opinions from participants have been divided into four categories followed by IPA method. The results shows that the biggest obstacle that requires most and urgent effort for better performance are conflict among residents, lack of human resources, and land use issues. Also, this issues are closely concerned with organization of operational group and leadership. Another issues that might not be urgent but still obstacles are related to infrastructures such as lack of tourism facilities, and experts. It also includes regulations. Beside, participants require external support for marketing, particularly sales. In conclusion, these results imply that the training and educational support to increase the capacity of community leaders and resident, and improving the competitiveness of local business are mostly rapidly required improvements in developing peripheral area.

본 연구는 낙후지역 개발사업의 사업추진과정에서 발생하는 애로 및 개선사항을 분석하여 이에 대한 정책적 시사점을 제시하였다. 대표적인 낙후지역 가운데 하나인 특수상황지역을 대상으로 안전행정부에서 시행하고 있는 '특성화사업'을 담당하는 도‧시‧군 공무원을 대상으로 조사‧분석하였다. 이는 인적‧물적자원이 부족한 낙후지역 특성상 실제 사업을 계획하고, 집행하는 담당 공무원들의 인식이 주민들의 인식에 못지않게 사업에 중요한 영향을 미치는 것이 현실이므로 이들이 사업 추진시 느끼는 애로요인과 개선사항을 파악하고자 하였다. 분석결과 첫째, 주민들의 인식 제고 및 역량 강화, 역량있는 지도자의 육성, 사업부지의 확보 문제가 가장 애로를 느끼면서 동시에 개선이 시급한 요인으로 분석되었다. 이는 낙후지역 개발사업을 추진함에 있어 인적요소가 가장 중요하며, 주민인식 제고와 지도자의 육성을 위한 교육훈련 프로그램이 강화되어야 함을 시사한다. 둘째, 사업의 추진주체 및 운영주체를 구성하는 등 주민주도의 사업체계가 시급한 과제이다. 셋째, 관광편의시설 부족과 경쟁력있는 수익모델과 이를 뒷받침할 핵심기술 확보, 판로 개척에서 애로를 겪고 있었다. 결론적으로 지역주민들의 인식과 역량이 뒷받침되지 못하면 원활한 사업추진이 어렵다는 것을 의미하며, 정책적으로 지역 리더의 양성과 주민 교육, 경쟁력있는 수익모델 개발이 우선되어야 함을 시사한다.
