Recently, North Korea has modified the real estate laws to reflect the society in her legislation. As such laws are being established, the analysis regarding the legislation of real estate laws are indispensable in understanding the existing research on North Korean society creating a real estate market. This study aims at analyzing North Korea’s real estate registration system through the comprehension of her real estate laws. Although North Korea’s real estate system is in the beginning stage, the fact that the real estate registration system provides the foundation for real estate management provides the necessity of this study. The understanding of North Korea’s land related laws including the real estate laws is a crucial research subject for the future integration of North and South Korea’s land policies and real estates.

최근 북한은 부동산관련 법령을 정비함으로써 사회 현실을 법제에 반영하고 있다. 이러한 관련 법령이 마련되고 있는 가운데 북한사회에서 부동산시장이 형성되고 있다는 기존 연구들을 이해하기 위해서는 부동산관련 법제에 대한 분석이 필요하다. 이에 본 논문에서 북한의 부동산관리법 고찰을 통해 북한의 부동산등록제도에 대해 살펴보고자 한다. 비록 북한의 부동산제도가 초보 단계이기는 하지만, 부동산등록제도가 부동산관리에 대한 기초를 형성한다는 점에서 연구의 가치가 있다고 할 수 있다. 더욱이 북한의 부동산관리법을 포함한 토지관련 법제에 대한 이해는 향후 남북한의 토지제도 통합 내지 부동산통합의 방안을 마련하는 데에 있어 필수 연구 과제라 할 것이다.
