For actual voting rights granted to Japan under control Koreans, in particular, method of escalation introduction of autonomy to the region of Korea in 1920 and later was successful . Because, appearance was similar to the local government of the mainland, but the practices of the fact are different, safety nets for Koreans do not deviate from the route to Government House .In 1930, even after the council of Do道, Fu府, Special Men指定面 has been reorganized into the decision-making body,then the majority of members are elected by Korean, the initiative right is not given, because right of vote was limited by tax payments. Two thirds of the members of the Board road was also elected to the electors membership of Fu-kai府会,Yu-kai邑会 and Men-kyogikai面協議会. But the Governor appoints the third the rest of the legislators, Korean lawmakers had become not an overwhelming majority. And the authority to order the suspension of a meeting of Do-kai had given Governor, etc. So the local council against the policy of the Governor’s Office had become practically impossible.

日本支配下朝鮮人に与えられた参政権の実際について、とりわけ1920年以降の朝鮮地域への自治権の段階的拡大導入の方法は巧妙だった。というのも、外見は内地の地方自治に似ていたが、実際の運用方法は異なっていて、総督府が敷いた路線を逸脱しないための安全策がめぐらされていたからである。1930年に道・府・邑(指定面)の評議会や協議会が諮問機関から道会・府会・邑会という議決機関に改組された後も、選挙で選ばれる会員の大多数が朝鮮人である面協議会は諮問機関のままとされたことや、地方議会には最後まで発案権が与えられなかったこと、地方議員等の選挙権・被選挙権は納税額による制限があったこと、朝鮮人が参加できる最大の議決機関である道会の議員のうち3分の2は府会・邑会の議員および面協議会の会員を選挙人(有権者)とする選挙で選ばれたものの、残り3分の1は道知事が任命するとされたため、朝鮮人議員が圧倒的多数とはならないようになっていたこと、さらに道知事は道会の停会を命じる権限が与えられていたこと等によって、地方議会が総督府の方針に対抗することは事実上不可能となっていたのである。
