This paper focused on the alignment process of ROK-U.S. Alliance under the changing security situations rapidly since the September 11 attacks. The ROK government tried to adjust the relocation of the USFK and development of ROK-U.S. Alliance to respond to new security situations and the U.S. global strategies. And the ROK requested the United States the relocation of U.S. troops including Garrison Yongsan in order to resolve discomfort caused by the U.S. troops in the capital area and frequent civil complaints. The Bush administration was aggressively engaged in negotiations about the Yongsan relocation from the perspective of the "Global Posture Review (GPR) so as to grapple with global economic recession and reduce the burden of defense costs. The both nations operated a consultative body called the Future of the ROK-U.S. Alliance Policy Initiative(FOTA) in order to efficiently discuss the current issues and future development of the alliance. This paper analysed the realignment of ROK-U.S. alliance that adjusted the main issues of the FOTA, such as the relocation of Yongsan plan(YRP) and the relocation of the U.S. forces in Korea, the transfer of military missions, a reduction in the number of the USFK, the dispatch of the Zaytun Division, and so forth. Also, it focused on what efforts the both nations have made in the process to achieve benefits for each and deter any war on the Korean Peninsula with the intensive research.

본 논문은 9·11테러사건 이후 급변하는 안보상황 속에 한미동맹의 조정과정 을 집중 연구했다. 한국 정부는 새로운 안보상황과 미국의 세계전략 변화에 대응하기 위해 주 한미군 재배치와 한미동맹의 발전을 추구했다. 또한 수도권에 편중된 주한미군 으로 인한 불편함과 잦은 민원을 해소하기 위하여 용산기지의 이전 등 미군기 지의 조정을 미측에 요구했다. 부시 정부는 세계경제의 침체와 국방비 감소를 위해 ‘해외미군 재배치계획(GPR)’ 차원에서 한국 정부의 용산기지이전 요구에 적극적으로 협상에 임했다. 한미 양국은 동맹의 현안과 미래발전을 효율적으로 협의하기 위해 「미래한미동맹 정책구상(FOTA)」이란 협의체를 운영했다. 본고에서는 한미 양국 간에 FOTA를 중심으로 협의되었던 용산기지이전과 주한미군재배치, 군사임무전환, 주한미군 감축, 자이툰부대 파병 등 조정기의 한미동맹을 분석했다. 또한 이 과정에서 양국은 자국의 이익과 한반도에서 전 쟁억제를 위해 어떠한 노력을 기울였는지 집중 연구했다.
