Park Geun-hye administration is in the process of unfolding a new North Korea policy, ｢the Korean Peninsula Trust-Building Process｣ which seeks for the fundamental solution of the Inter-Korean confrontations and uneasy relations by overcoming weak points of previous governments' policies. However, while North Korea's hardline policies toward South Korea since 2008 is unlikely to be dwindled, the rapidly changing security landscape in Northeast Asia suggests the process of ｢the Korean Peninsula Trust-Building Process｣ would be hardly predictable and stable. In order to achieve three goals of ｢the Korean Peninsula Trust-Building Process｣, improving Inter-Korean relations, bringing lasting peace on the Korean peninsula, and laying out a foundation for the reunification, Korean government should makes active and concrete efforts to generate a precondition which makes them possible. In particular, Inter-Korean Military Confidence Building is very important for sustainable peace on the Korean peninsula, therefore concrete and forward-looking measures should be adopted to enable the verification and visualization of the trust between the two Koreas. For this purpose, the major directions of military policy toward the North Korea to promote the future Inter-Korean Military Confidence Building is as follows; first, Korean government should make every effort to sharing the concept and the necessity of Military Confidence Building between the two Koreas, by making good use of the Inter-Korean military talks. Second, Korean government should push ahead discussions on military issues of interest to the North and the South respectively, but this must be in conjunction with the institutionalization of Military CBM. Recent years of inter-Korean relations remind us that the confidence building with North Korea requires patience, and the policy elasticity and flexibility is essential. Therefore, as a strategic use of the North Korean regime which needs military buildup and crisis making for regime survival, Korean government must set its policies in a direction to carefully select and flexibly implement Military CBMs in accordance with the change of situation in order to bring the North back to table.

박근혜정부는 역대 한국정부의 경험 위에서 그 약점을 극복하여 남북간 대립과 갈 등관계의 근본적 해결을 모색하겠다는 새로운 대북정책인 ｢한반도 신뢰프로세스｣를 전개하고 있는 중이다. 그러나 2008년부터 고조되기 시작한 북한의 대남강경노선은 수그러들 기미가 없는 가운데, 동북아의 급격한 안보환경 변화로 인해 ｢한반도 신뢰 프로세스｣의 안정적 전개에 난항이 예측되고 있다. ｢한반도 신뢰프로세스｣의 목표인 남북관계 발전, 한반도 평화정착, 통일기반 구축이 구현되려면 그러한 조건을 만들어내는 능동적이며 구체적인 노력이 있어야 한다, 특 히 지속가능한 한반도 평화를 위해 남북간 군사적 신뢰구축은 매우 중요하기 때문에, 남북군사당국간 무형의 신뢰를 가시화시키고 검증이 가능하도록 구체적이며 보다 전 향적인 조치가 채택되어야 한다. 이를 위해 향후 남북간 군사적 신뢰구축의 진전을 위한 대북군사정책의 주요 추진방향은 첫째, 군사적 신뢰구축조치의 개념과 필요성에 대한 남북간 공동인식의 형성에 힘을 기울이되 남북군사회담을 적극 활용해야 하며, 둘째, 남북이 각각 관심을 가지고 있는 군사적 현안에 대한 논의를 추진하되, 이를 군 사적 신뢰구축조치의 제도화와 연계시켜 나가야 한다. 작금의 남북관계는 북한과의 신뢰조성이 인내를 필요로 하고 있으며, 상황을 적절 하게 활용하려는 정책적 신축성과 유연성도 필요하다는 점을 깨닫게 하고 있다. 따라 서 체제유지를 위해 군사력 증강과 위기조성을 필요로 하고 있는 북한정권의 특성을 전략적으로 활용하는 차원에서, 남북간 군사적 신뢰구축 논의에 북한군사당국을 끌어 들일 수 있도록 정세 변화에 부합된 군사적 신뢰구축조치를 엄선하여 탄력적으로 시 행하는 군사적 신뢰구축 추진방향이 설정되어야 할 것이다.
