The main purpose of this paper is to study the practice for the future challenges of expectations that the police can do the key role of the development in the national aspirations towards the welfare state in South Korea. This paper is referred to the theoretical background of the welfare state and the historical role and duties of the police as a current face problems by the chronological approach which are centered on the police to realize them in future challenges that are the police to serve, the police intervene claim, as well as ensuring their fair access and approach and working types, enhancing the police’s image, having the public confidence and respecting for human rights, etc. The construction of our current welfare state in South Korea and the consensus become the best conversation topic. The construction of the welfare state can be raised by the various political debate, but basically to improve national competitiveness, to enhance the quality of human life universally is to keep to its purpose. All walks of life that continue to strive for the welfare state in the variously divided society is being built. Specifically, they should be seeking for ways to practice tasks. For the new changes in the historical movement, the police should suggest the ways on the advanced practice. It should be the cornerstone of a true national development. and the police should be honored to do that.

복지국가 건설은 현재 우리 한국사회에서 가장 공감대를 형성시키고 있는 화 두이다. 이러한 복지국가 건설은 다양한 정책적 논란이 제기될 수 있지만, 기본 적으로는 국가경쟁력을 향상시키고, 보편적 인간의 삶의 질을 고양시키는 데 그 목적을 두어야 할 것이다. 여야로 첨예하게 나누어진 사회 각계각층에서 복지국 가 건설을 위한 노력을 지속되고 있으며, 또 이를 구체적으로 실천하기 위한 방 안들을 모색하고 있다. 이처럼 새롭게 변화해나가는 역사적 흐름 속에서, 경찰이 향후 나아갈 길을 제시하고 이를 통해 진정한 국가 발전의 초석이 되어 국가발전에 동참해야 할 것이다. 이처럼 복지국가를 향한 국민적 열망 속에서 경찰이 핵심적인 발전의 역할을 수행할 것을 기대하기에, 구체적으로 이를 실천시킬 향후 과제들을 연구 해 보고자 한다. 복지국가에 대한 이론적 배경과 경찰의 역사적 역할과 임무들을 시대별로 살 펴봄으로서 현재 당면하고 있는 복지국가사회에서의 경찰의 역사적 소명들을 실현시킬 향후 과제들을 중심으로 살피고자 한다. 이러한 과제들은 봉사하는 경 찰, 경찰개입청구권의 강화, 공정한 접근의 보장과 공공의 신뢰확보, 근무형태와 이미지 개선, 인권존중주의 등이 될 것이다.
