It has already been eight years since the Municipal Police System has commenced on July 1st, 2006, as the first and the only case in Korea, in Jeju, which is one of the metropolitan cities of Korea. Originally, the Jeju Municipal Police System was introduced after a benchmarking of municipal police systems introduced in the primary local governments of France, Spain and Italy. However, looking at the fact that it was introduced in Korea at a higher level of local government of Jeju-do, it is evaluated that this benchmarking was uniquely adapted to the characteristics of Korea. Especially, the Jeju Municipal Police System has brought in a lot of expansion and development in the areas of human resources, organizations, budgeting and administrative fields compared to its early period, and also, there are a lot of developments being made through continuous modifications from the legal rights perspective. In historically overviewing the Jeju Municipal Police System, the most notable thing is found in the expansion of transportation. The permanent and contract people in the traffic enforcement field controlled by the existing Jeju-do Office and the City Office had all been transferred, and the region had found its order in traffics as these people concentrated on enforcing the traffic laws over the whole Jeju area. Recently, the atmosphere is that the national police in Jeju Special Self-Governing Province is reducing its attention in the general traffic enforcement area. Meeting such atmosphere, today, most of the traffic works in Jeju-do are supervised by the Municipal Police, except for the handling of traffic accidents. Another thing is that, for the Jeju Municipal Police, they are making notable achievements in their role of special public affairs judicial police, which is one of their significant responsibilities. In this paper, the author recommends that it is necessary for the Jeju Municipal Police to expand its responsibilities as tourism police for the special characteristic of Jeju being a tourist attraction.

우리나라 광역시도 중 하나인 제주특별자치도에서 유일하게 2006년 7월 1일 자치경찰제가 도입·시행된지도 어느덧 만8년째를 맞이하였다. 원래 제주자치경 찰제도는 프랑스, 스페인, 이탈리아의 기초자치단체에서 시행중인 자치경찰제를 벤치마킹하여 도입한 것인데, 제주도에서는 더 높은 단계인 도지사 차원에서 시 행하게된 것을 볼 때, 이는 한국의 실정에 맞게 나름대로의 독특성을 살려 시행 한 것으로 평가된다. 특히 제주자치경찰제는 초창기에 비해 인적, 조직, 예산 및 업무영역 분야에서 많은 확대와 발전을 가져오게 되었고, 또한 법적 권한 차원 에서도 지속적인 개정을 통해 많은 확대가 이루어지고 있다. 제주자치경찰제에 관한 역사적 고찰에서 가장 눈에 띄는 것은 교통분야의 확대이다. 기존의 제주 도청과 시청에서 근무 중이던 교통단속 분야의 일반직 및 계약직 인력이 모두 이관되었으며 이들이 제주 전지역의 교통단속 업무를 집중적으로 단속해 나감 으로써 질서가 잡히게 되었다. 요즈음 제주특별자치도에서 국가경찰은 거의 교 통업무에 대해 관심을 줄여나가는 분위기가 형성되었다. 이러한 분위기에 발맞 추어 오늘날 제주도에서 대부분의 교통업무는 교통사고 처리를 제외하곤 자치 경찰에서 담당하고 있는 실정이다. 또 하나는 제주자치경찰단의 경우 제주자치 경찰의 중요한 업무 중 하나인 민생특별사법경찰 업무 분야에서 큰 공적을 올리 고 있다. 본 논문에서 필자는 제주자치경찰이 관광지역의 특색을 살려 관광경찰 로서의 업무영역을 더 확대해 나가는 것이 필요하다고 제언하였다.
