‘Four Social Evils’ refer to sexual abuse, domestic violence, school violence and unsanitary foods. With the new Government administration on March 12, 2003, the government held meetings with related ministries to eradicate the ‘Four Social Evils’. Here, the President showed his will for eradicating the four evils by saying that "the eradication of the four social evils is the most basic matter for the new government in pursuit of the people’s happiness", and "how can the people be happy if they are in fear of these issues."However, where would Korea be in terms of the national happiness index among the OECD member countries? According to the World Happiness Report published by the United Nations in early 2012, Korea is placed on the 56th, which is of a backward country level,out of the subjected 156 countries (Asia Economy: January 6, 2014). For this reason, there can be various factors such as politics, economy, society and culture, but an important factor among these is that Korean people are passionate about educating their children, while being quite neglect about constructing social security infrastructure such as that of preventing school violence.It is because, especially in a violent social order such as those of the four evils, the quality of life always gets lowered.In this sense, the police is playing the role of advance guard at the frontline as per the solid will of the government pronouncing that there will be no time for national happiness without eradicating these four social evils that the people feel.Accordingly, this study analyses the concept of the four social evils and the reality on the implementation of these by the police through internal and external surveys, and has its purpose in looking at the implications by reviewing and analyzing for improvement plans based on the analyses.

'4대 사회악'이란 성폭력, 가정폭력, 학교폭력, 불량식품을 일컫는다. 2003년 3월 12일 새 정부 출범과 동시에 ‘4대 사회악’ 척결을 위한 관련부처 회의를 실 시하였으며,이 자리에서 대통령은“4대 사회악 척결이야말로 국민행복을 추구 하는 새 정부의 가장 기본적인 사안이다.”, “이런 문제로 불안에 떨고 있으면 어 떻게 국민들이 행복하겠느냐”면서 4대악 척결에 의지를 표명한바 있다. 그러나 우리나라는 OECD 회원국 중 과연 국민행복지수는 어느 정도 수준에 있을까. 유 엔이 2012년 초 발표한 세계행복보고서에 따르면, 조사대상 156개국 중 56위 라는 후진국 수준의 결과를 나타내고 있다(아시아경제: 2014. 1. 6). 그 이유는 정치, 경제, 사회, 문화 등 여러 가지의 원인이 있을 수 있으나, 그 중에서도 자 녀에 대한 교육 열기는 뜨겁지만 학교폭력예방과 같은 사회적 치안환경의 인프 라 구축에는 등한시 하고 있다는 점이다.특히4대악과 같은 폭력적인 사회질서 속에서는 삶의 질 또한 저하될 수밖에 없기 때문이다. 국민들이 피부로 느끼는 이러한 4대 사회악을 척결하지 않고서는 국민행복시대는 없다는 정부의 단호한 의지에 따라 그 최일선에서 경찰이 첨병역할을 하고 있는 것이다. 따라서 본 연 구는 4대 사회악의 개념과 경찰의 추진사항에 대한 내․외부 설문을 통한 실태를 분석해보고 이에 따른 개선방안은 무엇인지 검토․분석함으로서 그로부터 얻을 수 있는 시사점을 살펴보는데 목적이 있다.
