The New institutionalism is context-orientated, research focusing on dynamic of institution. According to historical institutionalism, the bureaucracy approached from the path-dependency that restrict evolutive path. this institution evolve step by step while maintaining the stable continuity by Self-reinforcement. The purpose of this study is to analysis evolutionary process in Maritime Police Agency approached from the path-dependency. Mostly I compared the management aspect with National Police Agency(land) and Maritime Police Agency from 2003 to 2012. Based on the discussion approached from th path-dependency, Maritime Police Agency has a complex characteristic of formative and transition period since 2003. During the period, the characteristics of evolutionary process in the Korea Coast Gurad goes as follow; The change in government and Dokdo issue set up the change of organization and human resources in the Korea Coast Gurad. Since Roh government in 2003, the government has attached importance to staff organization of the headquarter. The Lee government, meanwhile, has taken the role of line organization of the headquarter and field administrative office. According to the Korea Coast Gurad, The number of police employee has increased in Roh government, while has declined in Lee government. In the meantime, staff organizations in Roh government and Lee government have more use than line organizations. And maritime police numbers is on an increasing trend in two government. This result shows that change of regime is not affecting maritime police numbers. That is similar to the trend of National Police Agency(land) in two government.

신제도주의적 관점은 관료제 변화를 제도의 역동성과 역사적 맥락에서 분석하는 것이고, 이 패러다임에서 파생된 역사적 제도주의는 제도의 변화를 역사적 산물로 설명한다. 특히 경로의존성은 과거 사건이 미래를 제약하여 제도의 지속성을 강조하 는 자기강화 과정에 대한 개념이고, 이 과정에서 관료제는 단계적으로 진화한다. 이 연구는 경찰 관료제의 제도적 진화를 논의하기 위한 노력의 일환이다. 이 연구 에서는 육상경찰의 진화과정 연구에 대한 후속 작업으로 해양경찰 조직의 진화과정 을 분석하였고, 2003년-2012년에 걸쳐 해양경찰청과 육상경찰을 비교ㆍ검토하였다. 약 10년에 걸쳐 해양경찰 조직은 형성기와 전환기 단계의 복합적 특징을 나타내 는데, 노무현 정부와 이명박 정부의 진화과정 특성을 살펴보면 다음과 같다. 정권교 체와 독도문제는 해양경찰의 조직이나 인력변화를 촉발시키는 계기가 되었다. 노무 현 정부에서는 본청의 참모기관을 활용한 반면에 이명박 정부에서는 본청이나 특별 지방기관의 집행기관 역할을 중요시했다. 해양경찰 총 정원은 노무현 정부에서는 증 가했지만, 이명박 정부에서는 감소했다. 한편, 노무현 정부와 이명박 정부에서는 대체적으로 계선기관보다 참모기관을 더 다양하게 활용하였다. 그리고 핵심인력인 경찰공무원의 수도 두 정부에서 지속적으 로 증가하는 추세이어서 정권변동에 크게 영향을 받지 않았는데 이러한 경향은 노무 현 정부와 이명박 정부의 육상경찰 추이와 비슷하다.
