With Korea’s extensive network of FTAs, Korea-based companies stand to reap significant advantages. Since the signing of the first FTA under Kores-Chile FTA in 2004, Korea's network of FTAs has expanded to cover 12 regional and bilateral FTAs with 51 trading partners. Korea's FTAs have been instrumental in helping Korea-based businesses strengthen cross-border trade by eliminating or reducing import tariff rates. Determining where a product comes from is no longer easy when raw materials and parts criss-cross the globe to be used as inputs in scattered manufacturing plants. Rules of origin are important in implementing such trade policy instruments as anti-dumping and countervailing duties, origin marking, and safeguard measures. The purpose of this study is to examine the risk management of rules of origin arising from expanding Korea's network of FTAs. There are four types of the risk of FTA rules of origin depending upon application, the market risk, requirements risk, rules risk, operational risk and legal risk. The risk management of FTA rules of origin advocates an approach that involves sharing and distributing information and resources throughout the company and the supply chain, resulting in competitive advantages, synergies, an audit trail that will make claims sustainable, lower risks, and a central point of wisdom for all origin associated issues.

현재 한국은 총 12개, 51개국과 FTA가 체결되어 FTA 네트워크가 점점 확대되고 있으며, 이에 따른 특혜관세 혜택을 바탕으로 기업은 더 큰 성장을 기대할 수 있게 되었다. 즉, FTA 체결을 통해 우리 상품의 수출경쟁력 제고는 국가간 경쟁이 치열한 세계시장에서 우리나라 기업이 도약할 수 있는 계기로 삼을 수 있다. FTA 원산지규정은 거래되는 상품에 적용되는 관세 또는 제한 및 의무를 부과하기 위해 요구되 는 상품의 국적을 의미하며, 글로벌 소싱이 확산되면서 원료생산과 가공 등이 상이한 국가에서 이루어지고 있는 현 상황에서 더욱 중요해지고 있다. 본 연구는 FTA 네트워크 확대에 따른 기업의 원산지규정 리스크와 그 관리방안에 대한 연구를 통해 우리 기업들에게 FTA 원산지규정에 대한 주의를 환기시키고 그 대응방안을 모색하고자 하였다. FTA 활용을 위한 통관절차에 따른 FTA 원산지규정 리스크로는 시장리스크, 충족요건리스크, 규정리스크, 운영리스크 및 법률리스크 등이 있다. 이렇게 다양한 FTA 원산지규정의 리스크를 기업이 효율적으로 관리할 경우 관련기업과 공급체인 간에 원산지정보와 자원의 공유를 통해 기업의 경쟁우위와 시너지 효과에 기여를 하며, 또한 원산지규정의 적용과정에서 발생하는 다양한 문제해결에 기여할 수 있다.
