Rules of navigation on the Northern Sea Route were developed in compliance with item 2, 4 of Article 5 of Federal Law(Code of Commercial navigation of the Russian Federation) and 5.2.53.12 of the provision on the Transport Ministry of the Russian Federation approved by the Decision of the Government of the Russian Federation 2004 and establish the order of the organization of navigation of ships in the water area, rules of the icebreaker assistance in the water area, rules of the ice pilotage of ships in the water area, rules on the track assistance of ships in the water area, provision on the navigational hydrographic and hydrometeorological support of the navigation of ships on the water area. rules of the radio communication of the navigation of ships in the water area, requirements to ships in relation to the safety of navigation and protection of the marine environment against the pollution from ships, other provisions relative to the organization of the navigation of ships in the water area of the Northern Sea Route. In accordance with item 3 of article 5 of CCN, management of the navigation of ships in the water areas of the Northern Sea Route is realized by the Northern Sea Route Administration established as a federal government institution.

북극해항로에서 선박안전항행과 관련된 규칙은 러시아 상업항행법전 제5조 2항 및 4항과 2004년 러시아 해운국의 승인을 받은 법률의 5.2.53.12이다. 이들 규칙에서는 항행계획의 수 립, 쇄빙선 지원, 빙 해역 도선 규정, 선박의 항행 지원, 항해환경과 기상 등의 항행정보 제공, 항행선박과의 무선통신, 안전항행과 관련한 선박의 요구사항, 선박으로부터 배출되는 오염물질로 인한 환경오염 및 기타 선박의 항행에 관한 관리국의 요구하는 사항들을 포함하고 있다. 또한, 상업항행법전 제5조 3항에서는 북극해항로에서 선박의 안전항행을 위해서는 북극해항로 관리국 의 통제를 받도록 하고 있다. 따라서 실무종사자들이 북극해 항로를 이용하기 위해서는 선박안전 항행 규칙의 부속서 등과 같은 세부 항목에 대한 사전검토를 통해 안전항행을 위한 계획 수립이 요구된다.
