This paper illuminates the Model of conflict and peace, specially Palestinian problems under the New Middle East Order. The Middle East was incorporated into the World Capitalism since Tanzimat Reform in the era of the Osman Turkey. And the World Capitalism was deepening after the Gulf War in 1991 and Attack to Iraq by the America. The America became hegemonic state in the Middle East region after occupation in Iraq. America's aims toward to Middle East are spread of democracy and free markets, fueled by the wonders of the technological revolution. Especially Neo-liberalism is the means of the United State of America forced to the Middle East region. In this context, Osama Bin Laden and his friends became main enemy of the USA namely Hegemony State in the New Middle East Order In the view of the America, Palestinian self-determination is not an important matter. Because Palestinian can not afford nothing for the America's accumulation. The conflict between the America and political Islam and Palestinian problems are derived from the firstly structure namely the capitalist world system and secondly gaps between the Islam specially political Islam and the America. In Sum, the America's intension through Israel-PA peace process to accumulate Capitals from the Middle Eastern states in the Capitalist World System.

본 논문은 신중동질서 아래에서 중동의 분쟁과 평화에 관한 모델과 특히 팔레스타인문제를 밝힌다. 중동은 오스만 터키가 행한 탄지마트 개혁이후부터 세계자본주의체제에 편입되었다. 세계자본주의체제는 1991년 걸프전쟁과 미국의 이라크점령 이후에 중동에서 자본주의를 심 화시켰다. 즉 현재 미국은 중동에서 명실상부하게 패권국으로 군림하고 있다. 패권국인 미국 은 중동에서 신자유주의를 더욱 확산시키면서 미국식 민주주의의 전파, 시장경제 확산, 기술 확산을 목표로 하고 있다. 이러한 맥락에서 오사마 빈 라덴과 같은 서구에선 정치이슬람 내 지는 이슬람테러집단이라 불리는 이슬람부흥주의자들은 세계자본주의체제와 이를 주도하는 미국에 대항하여 적극적으로 투쟁하고 있다. 한편 신중동질서 밑에서 있는 팔레스타인문제를 보면, 미국은 이스라엘과 팔레스타인자치정부와의 평화협정을 맺도록 유인하고 있는데 이것 은 실은 미국은 주변 아랍국들로부터 자본축적을 위한 방편임을 밝혔다.
