It is clear that the year of 2011 is the very special year in terms of culture and arts education of korean schools. As a matter of fact, in school education, the policy of culture and arts education was not a serious issue before 2011. The student orchestra project has great implication when the project started at 65 culturally underprivileged schools (including elementary, middle, high schools) in 2011, and additionally expanded 235 selected schools in 2012. This policy of culture and arts education through student orchestra project is not based on supply side as was the past policy, and fully based on demand side. Most of all, by acquiring sensitivity education supported by creativity and sensitivity, students of underprivileged regions have good opportunity of experiencing culture and arts within public education, escaped from learning by rote before. The arts education through orchestra activity offers growing students various experiences ,so that students can get benefit by not only developing sensitivity, potential musicality, and creativity, but also developing good personality, and caring and sharing each other through community lives. Especially, in case of student orchestra project, it has significant meaning that schools of culturally underprivileged regions are selected as student orchestra. On the other hand, even though this student orchestra project taken effect for a year has good intention and purpose, there are some room for improvements as follows; First, in order to firmly establish and continuously develop this student orchestra in school, the education ministry should not focus on quantitative expansion of schools like present. Second, proper selection of operating schools is necessary. Third, the standardized manual on the basis of understanding about culture and arts education is necessary. Fourth, for students, the program that can raise artistic sensitivity and proper personality altogether should be needed. Fifth, for the education, it is very important for teachers to have enough qualification and specialty. Teachers, conductors, instructors running student orchestra should develop good qualification and specialty through various and concrete training programs. Sixth, various events and concert should be planned to have more chances for students to play in stages. Seventh, support funds allocated to each school should be effectively used.

오케스트라 활동을 통한 문화예술교육은 성장시기의 청소년들에게 다양한 경험을 제공함으 로써, 감수성을 발달시키고 잠재된 음악성을 개발하고 창의력을 신장시키는 효과 뿐 아니라, 바 른 인성의 함양과 공동체 활동을 통해 서로를 배려하고 함께 나눌 수 있는 긍정적인 효과를 가져 오게 한다. 2011년 전국의 문화소외지역을 중심으로 초․중․고등학교 65개교의 선정을 시작으로 2012 년 상반기 85개교 추가, 하반기 150개교 추가로 현재 300여개 학교에서 학생오케스트라 사업이 진행되고 있다. 학생오케스트라와 관련한 문화예술교육정책은 교과부에서 진행되어온 공급 중 심의 이전의 사업과 달리 수요 중심에서 진행되었다. 이를 통해 문화소외지역의 학생들이 공교 육 안에서 문화예술을 경험할 수 있는 좋은 기회를 가지고 있다. 본 논문에서는 오케스트라를 통한 문화예술교육의 의미를 찾아보고, 현재 활발히 진행되고 있 는 학생 오케스트라 사업의 실태를 분석하여 그 개선 방안을 논의하였다. 이를 통해 특히 문화소 외지역의 학교를 선정하여 운영되고 있는 학생오케스트라 사업이 앞으로 나가갈 방향을 제시하 였다.
