Starting off with the referendum for the range for supporting free school meals in Seoul up to the recent campaign pledges for the presidential elections, one of the most controversial issues are policies and programs related to welfare. Also in cultural policies, together with the policies basis that claims that 'cultural welfare policies' are growing in importance, they are undergoing diverse qualitative changes, becoming established as major policies, and increasing in terms of budget scope. On the other hand. there are still disputes over the concept of cultural welfare, subjects of policies, and policy goals. Such disputes are issues related with the limitations and realistic materialization of policies for the ideal model of 'cultural welfare'. Though it is uncertain whether they contribute to such limitations, the various programs related to cultural welfare policies currently being conducted by the government is focused more on policies for the socially vulnerable, rather than being a universal term of 'cultural welfare'. Welfare policies should be set forth for the entire nation or be attempted from a dualistic approach targeting the socially vulnerable class. However, most cultural welfare policies, excluding the construction of cultural infrastructure, are focused on an agreed-upon cultural welfare, and one representative project is the ;culture voucher' project. Furthermore, while the ultimate goal may differ, the so-called 'cultural welfare giver' program was also created as a test project for the efficient operation of the culture voucher project, and when examining just its current role, this can also be deemed as another agreed-upon cultural welfare policy. Excluding the Artist Welfare Act, which has yet to been executed, on the basis of the theoretical background that was studied first, this study introduces actual cases of major projects of the Busan Culture Foundation related to cultural welfare among the cultural welfare policies of the Ministry of Culture, Sports and Tourism, and examines the tasks of the projects, while suggesting alternatives that could resolve such tasks. However, because this study is for the purpose of proposing a subject for research, there are limitations in theoretical backgrounds, and therefore, I ask that readers refrain from citing this study until further additional research is conducted.

서울시 무상급식 지원범위에 관한 주민투표를 시작으로 최근 대선 공약에 이르기까지 가장 논란이 되는 것이 복지와 관련한 정책과 제도이다. 문화정책에서도 ‘문화복지정책’이 삶의 질’ 제고가 중요해지고 있는 정책기조와 맞물려 양적, 질적으로 다양한 변화를 겪으며 중요 정책으 로 자리를 잡아가고 있고 예산의 규모면에서 확대되고 있다. 반면 문화복지의 개념과 정책대상, 정책적 지향점에 대한 논쟁은 여전하다. 이러한 논쟁은 ‘문화복지’의 이상적인 모델에 대한 현실 적 정책의 구체화 및 한계와 관련된 문제라 할 수 있다. 이러한 한계에 기인하는지는 모르지만 정부에서 현재 진행하고 있는 문화복지정책과 관련된 각종 사업들은 ‘문화복지’라는 단어가 내 포하고 있는 보편적 성격보다는 협의로서 사회적 약자를 대상으로 하는 정책 위주로만 초점이 맞혀져 있다. 복지정책은 일반적으로 국민 전체를 대상으로 하거나 혹은 사회적 취약계층을 겨 냥하는 이원적인 접근을 시도하여야 하나 문화인프라 건설을 제외한 현재까지 시행되는 거의 대부분의 문화복지정책은 협의의 문화복지에 초점이 맞추어져 있는데 그 대표적인 그 사업이 ‘문화바우처’ 사업이다. 또한 그 궁극적 지향점은 다를지 모르나 일명 ‘문화복지사’ 사업도 문화 바우처 사업의 효율적 운영을 위해 시범사업으로 태생하였고, 현재의 역할에 국한해 본다면 이 또한 협의의 문화복지정책의 일환이라 할 수 있다. 본 연구에서는 선행연구 된 이론적 배경의 바탕 위에 아직 시행되지 않은 예술인 복지법은 제외하고, 문화체육관광부의 문화복지정책 중 문화복지와 관련된 부산문화재단 주요사업의 실 제사례를 이론적 배경의 바탕에서 소개하고, 사업이 가지고 있는 과제와 나아가 과제를 해소할 수 있는 대안까지 제언해 보기로 한다. 다만 본 연구가 발제를 위한 연구이므로 이론적 배경에 한계가 있으며, 추가연구가 있을 때까지 인용을 자제해 주길 바랍니다.
