This study aims at examining the concept, current status, trends and tasks of cultural welfare in order to provide the motivation for everyone to think about what the tasks for musical art as desirable cultural welfare are. There are various results accompanying the development of society such as the increase of violent crimes, school violence, and aging societies. This has increased the importance of the welfare issue, and in particular, that of cultural welfare. Cultural welfare, in the big picture, refers to bringing out the cultural desire of the entire nation and to provide suitable cultural services so that the people may enjoy a higher quality of life. More narrowly, it refers to bringing out the cultural desires of the more alienated class and to develop and provide cultural services fitting to it. Korea's cultural welfare is being developed and operated by government institutions such as the Ministry of Culture, Sports and Tourism, Ministry of Science, Education and Technology, and the Ministry of Health and Welfare, as well as other organizations such as the Korea Arts & Culture Education Service, and provincial organizations, cultural foundations and welfare facilities. However, there are still being problems pointed out above the business that focuses on quantitative growth and performance-based projects. Therefore, in order to establish proper cultural welfare in Korea, it is first necessary to inspect the quantitatively grown projects and take necessary measures to make the sustainable. Second, cultural welfare programs fitting to the multi-cultural and aging society must be developed. Third, cultural welfare programs that can resolve conflicts between social classes and generations must be developed. And lastly, there needs to be a change in the mindset of on cultural phenomena and cultural welfare among experts who work in culture and arts education, while also having an attitude for practicing sacrifice and sharing in places where cultural welfare is needed, not to mention more positive participation related to policies.

본 연구는 문화복지의 개념, 현황, 경향성, 그리고 과제에 대해서 살펴보고, 바람직한 문화복지를 위한 음악예술의 과제가 무엇인지에 대해서 함께 생각할 수 있는 동기를 부여하고자 하였다. 사회의 발전과 더불어 야기되는 강력범죄의 증가, 학교폭력, 사회 노령화 등과 같은 여러 가지 현상은 복지문제 특히, 문화복지의 중요성을 증대시켰다. 문화복지는 넓은 의미로 모든 국민의 문화적 욕구를 이끌어 내고 격에 맞는 문화서비스를 제공함으로써 보다 질 높은 삶을 누리게 한다 뜻을 가지고 있다. 또 좁은 의미로는 소외계층을 대상으로 이들의 문화욕구를 이끌어 내고 그에 맞는 문화서비스를 개발, 제공하는 것을 의미한다. 우리나라의 문화복지는 문화체육관광부, 교육과학기술부, 보건복지부 등의 정부 측면과 그 산 하 기관인 한국문화예술교육진흥원이나 각 지방자치단체, 문화재단, 복지시설 등을 중심으로 개 발 및 운영되고 있다. 그러나 아직까지 양적팽창과 실적위주의 사업이 문제점으로 지적되고 있다. 따라서 우리나라의 문화복지가 올바른 모습으로 정착하기 위해서는 첫째, 양적으로 팽창된 사 업들을 점검하고 다듬어 내실화를 추구해야 한다. 둘째, 다문화 사회 및 노령화 사회에 걸맞은 문화복지 프로그램이 개발되어야 한다. 셋째, 사회계층 또는 세대 간의 갈등을 풀 수 있는 문화 복지 프로그램이 개발되어야 한다. 그리고 마지막으로 문화예술 교육에 종사하는 전문가들의 문 화현상 및 문화복지에 대한 인식의 전환과 더불어 정책에 대한 적극 참여와 문화복지가 필요한 현장에서 희생과 나눔을 실천하는 자세가 필요하다.
