In the context of global deficits of democracy, this paper takes note of the argument that if public decisions are related to the actions and consequences causing the effects across borders, those who bear the effects of those decisions should be entitled to havetransnational political voices in the process. However, in reality such a voice is generally denied and hence global democracy is intended in various ways as a solution to this transnational exclusion. The purpose of this paper is to explore the prospects and limitations of the roles of transnational actors in democratization of global governance on the basis of typical democratic theories and empirical evidences. In so doing this paper examines how global institutions and transnational actors, particularly global civil society actors could promote extension of participation and strengthening of accountability in global governance. The study shows that increased participation of transnational actors can improve democratic legitimacy and raise the potentiality of strengthening external accountability. But global institutions and transnational actors all are confronted by a challenge in that participation is often unbalanced and external accountability may be undermined by the difficulty in establishing who the stakeholders are. This study shows also the need for the combination of normative democratic theory and thorough empirical research. In normative democratic theory the prospects of transnational actors as forces of global democratization are often exaggerated due to the shortage of empirical observations on actual processes. On the other hand, since the empirical study of legitimacy and accountability is too technical and lacks a firm base in democratic theory the limitations of transnational actors tend to be often exaggerated. Consequently, the desirable study of democracy in global governance needs the balanced analysis of prospects and limitations by analyzing empirical patterns of global governance on the basis of various democratic theories.

민주주의의 지구적 결핍이라는 상황 속에서 이 글이 주목하는 것은 만약 공적 결정이 국경을 초월하는 결과를 야 기하는 행동과 관련된다면 초국가적인 정치적 발언권 역시 그 결과에 의해 영향을 받는 개인과 여타 사회적 행위 자들에게도 부여되어야 한다는 주장이다. 하지만 현실적으로 이러한 발언권은 대체적으로 부인되고 있으며, 글로벌 민주주의는 이와 같은 초국가적 배제 에 대한 해결책으로서 다양하게 의도되고 있다. 이 글의 목적은 대표적인 민주주의 이론과 경험적 근거에 의거하 여 글로벌 거버넌스의 민주화에 있어서 초국가적 행위자들의 역할에 대한 가능성과 한계를 살펴보는 것이다. 이 목적을 위해 이 글은 국제제도와 초국가적 행위자들, 특히 글로벌 시민사회 행위자들이 글로벌 거버넌스에 있어 서 참여의 확대와 책임성 강화를 어떻게 촉진할 수 있는가를 고찰한다. 이 연구가 주는 시사점은 초국가적 행위자들의 참여증대는 민주적 정당성을 제고하고 외부책임성을 강화할 수 있는 가능성을 분명 보여준다는 것이다. 그러나 국제제도와 초국가적 행위자들 모두 참여가 종종 불균형하게 이 루어지고 있다는 점에서 문제에 직면하고 있으며, 외부책임성은 이해관계자 설정의 어려움으로 인해 손상을 입 을 수도 있다. 전반적으로 볼 때 초국가적 행위자를 통한 글로벌 거버넌스의 민주화라는 비전은 포괄성과 책임성 , 심의와 투명성, 참여와 내부책임성, 그리고 직접참여와 대의(代議) 등과 같은 상이한 민주주의 가치들 사이의 어려운 균형으로 특징지어진다고 할 수 있다. 또 하나의 시사점은 규범적 정치이론과 철저한 경험적 연구의 결합 필요성이다. 규범적 민주주의 이론에서는 실제 과정에 대한 경험적 관찰의 부족으로 인해 지구적 민주화를 추동 하는 힘으로서 초국가적 행위자의 가능성이 종종 과장되는 경향이 있다. 반면, 정당성과 책임성에 대한 경험적 연구는 너무 기술적이며 민주주의 이론의 확고한 기반을 결여함으로써 초국가적 행위자의 참여의 한계가 종종 과장되는 경향이 있다. 따라서 글로벌 거버넌스에 있어 민주주의의 문제점과 가능성에 대한 바람직한 연구는 다 양한 민주주의 이론을 바탕으로 글로벌 거버넌스의 경험적 패턴들을 분석함으로써 가능성과 한계에 대해 균형 잡힌 분석의 필요성이 절실하다.
