There are a growing number of older people as life expectancy has increased remarkably around the world. This phenomenon has been accelerated by technological progress in the medical industry, coupled with the improvement of living conditions. Although impacts of population ageing may not be always negative, it will contribute to the increase of social care and support for older people. A declining birth rate can mean an increase in the dependency ratio as there will be less people working and relatively more people needing social security and pension benefits. Korea experiences an extraordinarily rapid increase in population ageing, however its social care and service for older people have not yet been developed sufficiently. In particular, elder care in Korea has been mainly performed by family members or relatives in the private sphere. Under these circumstances, there is a sore need to develop the concept of HYO(filial piety) welfare as a new approach to care and support for older people. This article explores the theoretical aspects required to develop the concept of HYO welfare in order to contribute to the development of social care and service for older people in the Korean context.

생활수준의 향상, 의료기술의 발달 등으로 평균수명이 연장됨에 따라서 노인인구가 급격하게 증가하고 있다. 노인인구의 증가는 긍정적인 사회적 효과를 낳을 수도 있으나, 필연적으로 노인에 대한 사회적 지원의 필요성 을 증가시키게 되는데, 저출산으로 인한 핵심생산인구의 감소로 노인에 대한 돌봄이나 부양을 담당해야 하는 계층의 부담이 가중되는 결과가 발생하기도 한다. 이러한 현상들이 사회복지적인 면에 주는 의미는 곧, 노인 복지의 수요가 지속적으로 증가할 것이라는 것을 의미한다. 한국의 경우 그 유례를 찾아볼 수 없을 만큼 고령화의 속도가 매우 빠르게 진행되고 있지만 노인에 대한 사회 적 지원은 아직도 미진한 편이다. 그러나 한국은 오래된 가족 중심 전통에 따라 노인 돌봄이나 부양이 주로 가 족이나 민간 영역에 의해 수행되어 왔다는 특징을 가지고 있으며, 이에 노인복지의 새로운 방향으로 효복지의 필요성이 제기되고 있다. 이러한 한국의 현실을 고려하여, 본 연구는 새롭게 등장하고 있는 효복지 개념의 정립에 필요한 이론적 요소 들을 검토하였으며 향후 한국의 실정에 맞는 노인복지제도의 발전에 도움이 되고자 하였다.
