This study compares comprehensive government initiatives in Korea and Japan to support small and medium enterprises'(SMEs') overseas expansion. From October 2013 Korean government under the initiative of the Office for Government Policy Coordination(Prime Minister Office) started to review all the government support programs by different ministries and government related organizations for SMEs' exportand investment activities abroad. Meanwhile, in Japan a support committee chaired by the METI(Ministry of Economy, Trade and Industry) minister, and participated by various related ministries, government related supporting organizations, SME associations and financial institutions, was established in October 2010 to formulate the framework for supporting Japanese SMEs in overseas business expansion. Based on the analysis of the prior three years experiences of Japanese government to formulate and improve these comprehensive initiatives this study tries to find out policy implications to Korea. According to this comparison of the review process between Korea and Japan, this study finds the most prominent difference that Korea followed the top- down approach to enhance the budget efficiency of export supporting programs by eliminating redundancy, while Japan adopted the bottom-up approach to check the fitness of supporting programs with the genuine needs of SMEs based on the interviewing approximately 5,000 SMEs which were willing to go abroad. Based on the comparison this different approaches between Korea and Japan, this study suggested three policy recommendations to the Korean government so that it could formulate the framework to help SMEs effectively expand their foreign business.

본 연구는 최근 우리 정부가 범부처 차원에서 추진하고 있는 중소기업 수출지원 체계 효율화 방안의 정비과정 에서 활용할 수 있을 것으로 판단되는, 지난 3년간 이루어진 일본의 중소기업 해외진출 지원체계 정비내용을 분석하고, 한국과 비교분석을 통하여 정책적 시사점을 도출하고 있다. 한국과 일본의 중소기업 수출지원체계의 정비과정에서 가장 큰 차이점은 한국의 경우 그동안 지적되어 왔던 유사사업의 중복지원 문제 등 지원체계가 갖고 있는 문제점 중심으로 지원체계정비의 논의가 진행되는 이슈 중심의 하향식(top-down) 방식으로 진행되는 반면, 일본의 경우 중소기업에 대한 광범위한 지원니즈(needs) 에 대한 현장조사와 지원기관들에 대한 인터뷰를 토대로 중소기업이 해외진출 의사결정과정에서 직면하는 경 영자원(정보, 자금,인재 및 마케팅 역량) 부족해결 및 경영환경(무역투자환경)개선을 중심으로 지원체계 정비 방안을 모색하는 상향식(bottom-up) 방식으로 진행되었다는 점이다. 본 연구는 한국과 일본의 지원체계정비의 한․일 비교분석을 통하여 한국에 대한 세 가지 정책시사점을 제시하 고 있다. 첫째, 해외진출 중소기업의 지원필요에 대한 광범위한 현장 의견의 수렴이 필요하다. 중소기업 해외 진출시 일련의 경영의사결정 과정상 직면하는 문제들을 중심으로 수출뿐만 아니라 해외직접투자 방식의 경우 까지 포함하여 지원 니즈에 대한 조사를 실행할 필요가 있다. 둘째, 기존 지원사업들에 대해서 해외진출 중소 기업의 경영의사결정과정, 진출단계 및 특정 분야/지역/국가 한정성 등을 기준으로 체계화 작업을 진행하는 것이 필요하다. 셋째, 지원사업별로 담당 부처 및 지원기관이 현재 가용한 예산 및 인력범위내에서 중소기업 의 해외진출을 보다 효과적으로 지원할 수 있는 창의적 제안들을 모색하고, 다른 지원기관들과 유기적 협력에 적극 참여을 유도하는 것이 필요하다. 본 연구결과의 이러한 의의에도 불구하고 비교대상이 되고 있는 한국과 일본의 지원체계정비 진척도의 큰 차 이로 엄밀한 연구대상 비교가능성(comparability)이 떨어진다는 한계점을 갖고 있다.
