This study tries to find ways to improve the industrial regulations through a survey of local enterprises in order to activate the local economy. Analysis showed that various industrial regulations in fields of financing, construction, environment, location of industry etc. have to be improved for activation of attracting companies by the local governments. And it was proved that the relaxation of industrial restraints in the Seoul capital zone, except military reservation zones, has a negative influence on the activation of economy in local provinces. In addition to that, it was revealed that the local enterprises recognize the improvement of business conditions, such as an expansion of investment and production facility, as the first urgent problem for the strengthening of competitiveness. And it was ascertained that the taxation and financial aid system must be improved preferentially and the burdensome red tape must be reduced in order to activate the local attracting companies. And what is more, it was testified that the needs of the regulated private economic players should be reflected in regulation improvement process emerged from the regulation improvement approach for administrative convenience. In conclusion, the industrial regulation improvement for activation of local economy should be enforced future-orientedly in the mid-to long-term perspective rather than from short-sighted viewpoint, and in the direction to encourage global competitiveness and healthy growth of corporations rather than to focus only on the cost minimization and profit maximization of enterprises.

본고에서는 지방소재 기업들을 대상으로 한 서베이를 중심으로 지역경제 활성화를 위한 규제개선방안을 고찰하고 있다. 분석 결과, 지방의 기업유치 활성화를 위해서는 입지규제, 건축 및 건설규제, 환경 에너지 관련 규제 등의 산업규제가 우선적으로 개선되어야 할 것으로 나타났으며, 공공법인 사무소 신․증축 허용과 수도권 군사시설보호구역 규제완화를 제외한 수도권규제완화는 지자체의 경제활성화에 부정적인 영향을 미치는 것으로 조사되었다. 또한, 지방기업들은 경쟁력 향상을 위하여 투자 및 생산시설 확충 등 여건개선을 제일 시급한 과제로 인식하고 있는 것으로 나타났다. 지방의 기업유치 활성화를 위하여 정부는 조세감면과 국비보조 등의 조세․금융지원제도를 우선적으로 개선하고, 인허가 등 행정절차의 복잡성을 간소화하여야 할 것으로 조사되었으며, 행정편의주의적 규제개선방식을 탈피하여 민간경제주체의 니즈를 규제개선에 반영하여야 할 것으로 분석되었다. 그렇지만, 지역경제의 활성화를 위한 산업규제개선은 근시안적 관점보다는 중장기적인 안목을 가지고 실시되어야 하는 바, 근시안적 비용절감을 통한 가격경쟁력 확보가 기업경쟁력 제고를 위한 유일한 첩경으로 인식되는 한 규제개선의 본질과 목적을 달성할 수 없을 것으로 사료된다. 결론적으로 산업규제개선은 기업의 비용최소화와 이윤극대화에 초점을 맞추기보다는 기업의 건실한 성장과 글로벌 경쟁력 강화를 고무하고 유도하는 방향에서 미래지향적으로 추진되어야함을 강조하고 있다.
