Having an emphasis on the regional development policy in the Roh Moo-Hyun government and Lee Myung-Bak government, this paper focuses on the characteristics, directions, achievements and limitations of the policy in both governments. Based on the comparative analysis between two governments, this paper suggests the desirable direction of the regional development policy. For both comparative analysis and suggestions, this paper performs the delphi survey based on the research framework comprising of law․institution, organizational structure, supporting system, policy orientation․ value, and contents of the policy. Experts suggest the establishment of both the fundamental institution for the business relocation to the noncapital region and the organization for performing it. In addition, they emphasize the consistent regional development policy for the direction of citizens' awareness of the outcome. Also, they propose the urban development in the noncapital region based on the regional human resource cultivation and the success of public institutions relocation and the innovation city.

이 연구는 노무현정부와 이명박정부에서 추진되었던 지역균형발전정책의 특징을 고찰하고, 지역별 특성에 적 합한 지역발전정책 지향도, 향후 지역발전 과제 등을 비교분석하여 한계점을 진단하고 향후 바람직한 지역발 전전략의 방향을 도출하고자 전문가 집단을 대상으로 델파이 조사를 시행하였으며, 법․제도, 추진체계, 지원 체계, 정책지향․가치, 정책내용별로 비교·분석하여 보았다. 전문가들은 향후 지역발전정책의 방향으로, 비수도권 지역으로의 기업이전을 위한 제도적 기반의 마련과 이 를 강력히 추진할 전담기구의 설치, 지역주민들이 체감할 수 있는 방향으로의 지역발전정책이 일관되고 추진 되어야 함을 지적하고 있다. 또한 이를 뒷받침하기 위한 정책내용으로서 지역인재의 양성 및 공공기관이전과 혁신도시의 성공을 통한 지역도시의 발전을 꼽았다.
