The purpose of this study is to establish legislative bases and to suggest democratic control methods, by analyzing the constitution, attributes, power sources of the big 4 power agencies in the Korean Central Government: Prosecution Service, National Intelligence Service, National Police Agency, National Tax Service. Especially, we focused on analyzing the modes of power growth of big 4 power agencies and the aspects of transition of power according to the will of the President and the interest of organization. The results of this study on the big 4 power agencies can be summarized as below. The power of the Prosecution Service was affected by the latter: cohesion, or interest of organization. On the other hand, the power of the National Intelligence Service is influenced by the former: the will of the President. And the power of the National Police Agency and the National Tax Service was affected by the former and the latter all together. With these results, this study drew up and suggested the effective way to control the power of the big 4 power agencies, in the two principles: the principle of separation of power and the principle of checks and balances.

이 논문은 4대 권력기관의 구성, 특성, 권력원 등을 분석함으로써 국회법과 인사청문회법의 부족한 입법 근거를 확충하고 민주적 통제 방안을 제시하는 데 목적이 있다. 특히, 4대 권력기관의 권력 증식 방식과 최고 권력자(대통령)의 의지에 따른 변화 양상을 분석하는 데 초점을 맞추었다. 분석결과, 검찰청은 최고 권력자의 의지와 관계없이 내적 논리에 의해 정치적 주인들인 대통령과 국회의 의사에 반(反)할 만큼 권력이 강하다는 증험(證驗)들이 발견되었고, 국정원은 대통령의 의지에 따라 권력의 크기와 양상이 크게 달라질 수 있다는 점이, 그리고 경찰청과 국세청은 대통령의 의지와 내적 논리 양쪽 모두가 영향을 미칠 수 있다는 점이 분석되었다. 이에 이 논문은 4대 권력기관을 민주적으로 통제할 수 있는 효과적인 방안을 권력분립 원칙과 견제와 균형의 원리에서 찾아 제시하였다.
