The purpose of this study is to analyze the determinants of non-partisan candidates and, ultimately, elects. Based on the rational choice institutionalism, the hypothesis of this study is that if district magnitude is increased, number of non-partisan candidates and elects will increase. The results are as follows. First, the number of non-partisan candidates and elects in the medium electorate system adopted in from the 9th to the 12th parliamentary is greater than that in the single- member electorate system adopted in from the 13th to the 19th parliamentary. Second, comparison between parliamentary election, wide assembly election(single-member electorate system) and local councils election(medium electorate system) shows that number of non-partisan candidates and elects increased more in local councils election than in parliamentary election and wide assembly election. Finally, the results of the regression analysis in local councils election shows that non-partisan candidates and elects are significantly changed with district magnitude. Base on these results, we can draw the implications that it is important to consider the reform of the electoral system ​​in order to solve the problem of party nomination.

우리나라에서는 지방선거가 부활하면서부터 정당공천제에 관한 논란이 계속되고 있다. 정당공천을 받지 못한 자가 무소속이다. 무소속 후보자수와 당선자수는 무엇에 의해 결정되는가를 분석하는 것이 본 연구의 목적이 다. 본 연구의 가설은 합리적 선택 제도주의에 근거하여 선거제도(선거구정수)가 무소속 후보자수와 당선자수 를 결정한다는 것이다. 분석결과는 다음과 같다. 첫째, 국회의원 선거에서 중선거구제를 채택한 제9대부터 제12대까지의 무소속 국 회의원 후보자와 당선자가 소선거구제를 채택한 제13대부터 제19대까지의 무소속 국회의원의 후보자와 당선 자가 많은 것으로 나타났다. 둘째, 소선구제인 국회의원선거와 광역의회의원선거보다는 중선거구제를 채택하 고 있는 기초의회의원선거에서 무소속이 많은 것으로 나타났다. 첫째와 둘째를 통하여 선거제도가 무소속에 미친다는 가설을 간접적으로 파악할 수 있다. 셋째, 중선거구제를 채택하고 있는 기초의회의원선거에 초점을 맞추어 회귀분석한 결과, 선거구정수가 무소속 후보자수와 당선자수 모두에 유의미한 영향을 미치며, 정의 베 타 값을 갖는 것으로 나타났다. 이로부터 정당공천제의 문제점을 해결하기 위해서는 선거제도의 개혁도 또한 중요한 의미를 지닌다는 시사점 을 도출할 수 있다.
