There was a lack of research on the confidence in the police by comparing between South Korea and other countries. Since Japan is located right next to the Korean peninsula as well as closely related to South Korea in terms of history, culture, and various other social aspects, an examination on the Japanese confidence in the police would be meaningful. In addition, the examination of the similarities and differences on the confidence in the police between two countries will lead us to the better understanding of confidence in the police. For this, Global Barometer Survey data was utilized. The purposes of this study are first, to examine whether there is a significant difference in the confidence in the police between two countries and second, to investigate which independent variables are significant with relation to the confidence in the police. Finally, this study compares coefficients of independent variables between two countries and tested statistical differences. In addition, for the meaningful interpretation of the results, two Japanese policing scholars were interviewed for this research. According to the analysis, Japanese people showed a slightly higher level of confidence in the police than South Korean people. This result was statistically significant in the T-test. In the two countries’ combined model, perception on the governmental official’s corruption, satisfaction on the democracy, feeling of safety, trust on the neighbors were significant in explaining confidence in the police. In the comparison of coefficients between two countries, gender, satisfaction on the democracy, perception of inequality showed significant differences. Especially, perception on the governmental official’s corruption was the most influential factors in reducing confidence in the police. This result was confirmed from the interview with Japanese scholars. Policy implication and limitation of the study were discussed as well.

지금까지 경찰에 대한 신뢰도 연구에서 국가 간 비교 연구는 드물었다. 지정학적으로 이웃하면서 역사적으로 서로 관련이 있고 또한 학문, 문화, 등 다양한 사회분야에서 교류가 있어 온 일본에서 의 경찰에 대한 신뢰도가 어떠한지 알아보는 것은 의미가 있다고 하겠다. 또한 한국의 경찰 신뢰 도와 어떠한 유사점과 차이점이 있는 지를 알아보는 것은 우리나라 국민들의 경찰에 대한 신뢰도 를 이해하는데 도움을 줄 것이라 생각한다. 이를 위해 Global Barometer Survey 자료를 이용하여 한국과 일본 국민들의 자국 경찰에 대한 신뢰도가 어떠한 지 알아보았다. 구체적으로, 첫째 경찰 에 대한 신뢰도가 두 국가 간에 차이가 있는지 알아보았다. 둘째로 어떠한 요인들이 신뢰도를 유 의미하게 설명하는지 알아보았다. 마지막으로 두 국가에 대한 회귀모형 비교에서 각 변수의 계수 가 통계적으로 차이가 나는 지 알아보았다. 또한 의미 있는 결과 해석을 위하여 일본 경찰학자 2 명에게 면접 조사한 내용을 결과 부분에 기술하여 일본에서의 경찰에 대한 신뢰도가 어떠한 지 질 적 연구를 추가하였다. 연구결과 종속변수인 경찰에 대한 신뢰도의 경우 일본 국민들의 경찰에 대한 신뢰도가 한국 국민 들 보다 약간 높았으며 이는 통계적으로 유의미한 차이를 보였다. 한·일 양국 전체 모형에서는 관 료부패에 대한 인식, 민주주의 만족도, 지역 안전도, 이웃에 대한 신뢰가 경찰에 대한 신뢰와 유의 미한 관계를 보였다. 두 나라 모형간의 계수 비교에서는 성별, 민주주의 만족도, 그리고 불평등대 우에 대한 인식이 유의미하게 차이가 나는 것으로 나왔다. 두 나라 모두 관료부패에 대한 인식이 경찰에 대한 신뢰도를 떨어뜨리는 가장 중요한 요인으로 보고되었다. 이 결과는 두 일본 경찰학자 와의 심층면접에서도 확인되었다. 마지막으로 정책적 제언과 연구의 한계를 논의하였다.
