As Park’s government has focused on the importance of policing with the growing manpower of police, this study is designed to investigate problems of the current policing and to suggest improved ways for citizen-oriented policing that is based on serving citizen as the customer. This study points out three main problems that should be revised and improved; first, one is policing systems that is only worked for the police themselves but not for their customers- citizens, second, it witnesses the arrest-rate of crimes that can deteriorate the livelihood of the public directly decreasing and third, police is criticized for incapability in the field of attenuating fear of crimes that invade into citizen’s psychological boundary. In order to solve such problems in the above, the policing system should, basically, be worked toward citizen’s safety. To achieve that, the system that promotes citizens to suggest proposals related to policing and coincidently to evaluate policies should be implemented. In addition, the recruitment that can employ people with suitable talents should be revised and training systems for arresting criminals in a swift way should be implemented in order to increase the arrest rate of crimes that damage the livelihood of the public. Finally, it is required to tighten regulations of media coverage of crime in the media that otherwise instigate the untruth fear of crimes in the public to deliver the right information about the public safety.

이 연구는 박근혜 정부 들어 경찰인력의 증대 등 경찰의 중요성이 강조되고 있는 상황에서 현재의 경찰활동 문제점을 진단하고 치안서비스의 고객인 국민이 중심이 되는 경찰활동이 이루어질 수 있도록 개선방안을 제시하는 데에 그 목적이 있다. 경찰활동의 문제점으로는 크게 세 가지를 살펴볼 수 있는데, 첫 번째는 경찰중심의 경찰활동이 이 루어지는 것이며, 두 번째는 국민의 생활에 직결되는 민생침해범죄에 대한 검거율이 현저히 저하 되고 있는 점이다. 마지막으로 세 번째는 치안에 대해 안전하다고 느껴야 할 국민들이 범죄로부터 두려움을 느끼고 있음에도 불구하고 경찰이 적절한 조치를 취하지 못하고 있다는 점이다. 이러한 문제점을 개선하기 위해서는 근본적으로 국민이 중심이 되는 국민중심 경찰활동이 이루어 져야 한다. 이를 위해 먼저 국민제안 등을 통해 국민이 정책의 형성에 참여하고 평가할 수 있는 시 스템을 구축해야 하며, 이슈 위주의 경찰활동을 지양할 수 있도록 여과장치를 마련해야 한다. 두 번째로 민생침해범죄에 대한 검거율을 높이기 위해 전문성을 갖춘 인재를 선발할 수 있도록 채용 시스템을 개선해야 하며, 범인의 검거와 관련된 실질적인 교육훈련이 이루어질 수 있는 체계를 마 련해야 한다. 세 번째로 국민들이 범죄로부터 안전하다고 느낄 수 있도록 범죄두려움을 조장하는 언론보도에 대한 권고 규정을 마련하여 국민들에게 정확한 치안상황이 전달될 수 있도록 해야 한 다.
