As the cultivation of creative talents became the key task of national education, the attention is paid to the creativity of Jew, who are evaluated to be remarkable in the creative achievements such as Nobel prize. Israel is famous for Start-up nation. This study analyzed the sociocultural background of Israel Jew’s creativity, by the interview with 4 Korean and 16 Jew in Korea and Israel from July till October in 2013. The study was conducted on the basis of five factors - cultural foothold, encouragement of creative mind, freedom of rejection, diversity and openness. As a result of this study, the sociocultural background were summarized to seven factors. The contents of cultural foothold was the education focused on the understanding in school, that of the encouragement of creative mind was the culture of self directed learning, that of the freedom of rejection was the culture of the active question and discussion, that of the diversity was the cultural and racial diversity, and that of the openness was the culture of ‘Havruta’ learning. Another two factors were the conversation culture in family and the intense survival mind. The basic attributes of seven factors were summarized to five – understanding, discussion, diversity, open mind and affection of creative talents. It meant that the policy of government has limits and the organic efforts of social constituents such as school and home should be made. As concrete methods to enhance the creativity in Korea, this paper proposed the strengthening of home education focused on the discussion and the self directed learning in school, the debate culture, the improvement of teaching and evaluation in school, and the strengthening of the multiculture understanding education.

창의적 인재양성이 국가의 핵심적인 교육과제가 되면서 노벨상 등 창조적인 업적이 뛰어난 것으로 평가 되는 유대인의 창의성이 주목을 받고 있다. 창업국가로 부상한 이스라엘의 유대인들에 초점을 맞춰 창의 성을 발달시킨 사회문화적 배경에 대해 알아보았다. 이를 위해 2013년 7월부터 10월까지 한국과 이스라 엘에서 한국인 4명과 유대인 16명을 인터뷰하고, 정범모가 사회의 창의적 문화풍토로 제시한 문화기반, 능동적 지향, 부동의의 자유, 다양성, 개방성 등 5가지 요인을 중심으로 알아보았다. 연구 결과 문화기반으로는 학교의 이해중심 학습, 능동적 지향은 자기 주도 학습 문화, 부동의의 자유는 활발한 질문과 토론문화, 다양성은 문화적·인종적 다양성, 개방성은 하브루타 학습문화이었다. 그 밖에 가정의 대화문화와 절박한 생존의식 등 2개 요인이 별도로 있어서, 사회문화적 배경은 총 7개 요인이었다. 7개 요인의 속성은 이해, 토론, 다양성, 소통, 창의인재 중시 등 5개로 요약되었다. 이스라엘의 역사적, 종 교적 배경과 지정학적 환경이 큰 영향을 주고 있으며, 가정·학교 등 사회 전체가 유기적으로 연결되어 있 었다. 창의적 인재양성은 정부정책 만으로는 한계가 많으며, 가정·학교·사회 등 전체 구성원들이 창의인재를 중시하고 유기적으로 실천할 때 가능하다는 것을 시사한다. 구체적으로는 가정에서 대화 위주의 교육 강 화, 학교에서 학생의 자기 학습 능력 강화, 학생들의 의견을 수용하는 열린 토론 문화, 학교 수업 및 평가 방식 개선, 학생들의 다문화 이해교육 확대 등을 제시했다.
