The role of Kim Isabu is significant in Silla and Korean History. He had Usan-kuk(Ulleungdo) submitted and dominated maritime power around the Mid-East area. After that, Ulleungdo and Dokdo had become a part of our history. He also reinforced Silla’s maritime power which solidified foundation for the unification of the three nations. In 21st century, competition over maritime power among the power nations is inevitable. Conflict among Korea, China, Japan and Russia in the East-sea area is anticipated. Under such circumstance, it is necessary to shed new light on KimIsabu in terms of history and model as a future or political figure. There are a few issues to address in order to appoint “Kim Isabu Day” First, we should have a process to reflect performances of Kim Isabu, politics and ideas of Silla, and status of the East-sea and Ulleungdo. Second, we should have a perspective that emphasizes his political characteristics rather than military ones. Third, we should have an attitude to interpret what his Usan-kuk submission means in the present and the future, academically and scientifically. Forth, the day is to be set, with respect of historical records, either at the end of July or the beginning of August which correspond to June on the lunar calendar. In consideration of the Korean spirituality and the future value, it is appropriate to have it last for three days long.

김이사부는 신라사와 민족사에서 의미깊은 역할을 담당했다. 현재의 울릉도인 우산국을 공격하여 복속시켜 동해중부의 해상권을 장악하였다. 이후 울릉도와 독도는 우리 역사의 한 부분이 되었다. 또한 신라의 해양력을 강화 시켜 삼국을 통일하는 토대를 마련하였다. 21세기는 강대국들 간의 해양력 경쟁 이 불가피하다. 한국 및 중국 러시아 일본은 동해에서 갈등과 충돌이 예상된다. 이러한 상황 속에서 이사부는 역사적으로 재조명할 필요가 있으며, 미래의 인물 내지 정책 모델로서 삼을 필요가 있다. 기념일을 제정하려면 몇 가지 기준이 필요하다. 첫째, 김이사부의 행위, 신라의 정책과 사상성, 동해와 울릉도의 실질적인 위상 과 정신성 등을 반영하는 과정이 필요하다. 둘째 김이사부를 군사적 영웅으로만 해석하거나 부각시키지 말고 정치가로서 부각시키는 관점이 필요하다. 셋째, 김이사부의 우산국복속을 현재적 의미, 미래적 가치를 학문적이고, 과학적 인 접근으로 추구하는 자세가 필요하다. 넷째, 기념일은 역사기록을 존중하여 음력 6월에 해당하는 7월 하순또는 8월 초순이 바람직하고, 한민족의 사상성과 민속, 미래가치를 지향해서 3일을 택하는 것이 바람직하다.
