The purpose of this study was to investigate the current status of inclusive education, and special/general education teacher opinions in elementary schools in Gwangju. The participants in this study are 42 special education teachers and 13 general education teachers who are responsible for the inclusive classroom, including students with disabilities. The findings are as follows: 1) 5% of special classroom teachers in 40 schools are general education teachers who do not have a teaching certificate for special education. 2) 60% of the 40 schools surveyed are supported by assistant teachers with or without assistants, 32.5% are supported by assistants only and 7.5% are supported by neither teachers nor assistants. 3) 100% of inclusive classroom teachers (general education teachers) use general curriculum/text books, and 54.6% of general education teachers report that development of teaching materials is needed for students with disabilities in the inclusive classroom. The findings regarding special/general education teacher opinions are as follows: 1) There are considerable differences between the opinions of special and general education teachers. The perception gap between these two teacher groups should be narrowed. 2) The education requirements for students with disabilities should be enforced for elimination of discrimination and prejudice. 3) 30% of special education teachers suggested that the curriculum of undergraduate schools should be expanded and increased for improvement of special education classes and teaching practices. 4) Many teachers think that music, art and physical education classes are easy targets for inclusion; however, the inclusive teaching program and class designs for these classes were not actually studied. Teaching and learning methods for these classes should be studied.

본 연구는 광주광역시 초등학교 통합교육의 실태 및 특수학급과 통합학급 교사들의 의견을 조사하여 이를 근거로 통합교육의 진전을 위한 방안을 모색하는데 그 목적이 있다. 실태 조사 결과, 1) 연구에 참여한 40개 학교의 5%는 특수교육 자격이 없는 일반교사가 특수학급을 맡고 있는 것으로 조사되었으며, 2) 보조 교사와 보조 인력의 지원을 모두 받는 학교와 보조 교사의 지원만을 받는 학교는 각각 12개(30%), 보조 인력의 지원만을 받고 있는 학교는 13개(32.5%), 지원이 전혀 없는 학교가 3개(7.5%)인 것으로 조사되었고 3) 통합학급의 교재는 일반교육과정 및 교과서를 사용하며 통합학급 교재의 개발에 대해서는 54.6%가 필요하다고 응답하였다. 또한 특수/통합학급 교사들의 의견 조사 결과, 1) 통합학급 운영의 가장 큰 단점을 통합학급 교사의 무관심이나 장애학생이 방치되는 것이라고 37.5%의 특수교사들이 응답한 반면, 장애학생의 수업 방해로 일반학생이 피해를 보는 것이라고 36.4%의 일반교사들이 응답하는 등 특수교사와 일반교사의 인식의 차이를 좁히기 위한 노력이 필요하며, 2) 장애에 대한 편견이나 차별이 교육을 통해 개선될 수 있도록 건강한 인간관계 교육이 실시되어야 하고, 3) 응답자의 30%에 해당하는 특수교사들이 학부 교육과정에 특수/통합 교육의 시수 및 실습이 확대되어야 한다는 의견을 제시하는 등 교육적 통합을 위한 전문성이 요구되며, 4) 통합교육이 수월하다고 인식하고 있지만 실제로는 통합교육에 대한 연구와 수업 설계가 제대로 이루어지지 않는 예술, 체육교과의 전문적인 교수·학습 방법이 연구되어야 할 것 등이 논의되었다.
