The 3rd Grand Coalition began on 17. 12. 2013. It was 3 months later after the 18th German Bundestag Election. After the General Election, there were various debates as to how the coalition should be constructed. As an outcome, the Grand Coalition between the Christian Democratic Union of Germany (CDU) and the Social Democratic Party of Germany (SPD) was agreed. Before and after the launch of the Grand Coalition, there were controversies over it within the big parties, CDU and SPD. Along with this, the interest in the consensus politics as a way to achieve the great compromise was increased both in- and outside of Germany. Therefore, the German Politics began to attract public attention again. Under these circumstances, this study aims to analyse the 18th General Election for the German Bundestag and its prospect of the German politics under the Grand Coalition. The main contents of this study are the analysis of the voter's behavior in the General Election, and to illuminate what impacts the outcome of the Election and the political situation following it can have on the German party politics in future.

2013년 12월 17일 제3기 대연합정부가 출범했다. 제18대 독일 연방하원 선거일이 3개월이나 지난 시점이다. 총선 이후 연방하원에 입성한 정당 간 에 연합정부 구성방식을 놓고 다양한 논의가 있었지만, 양대 정당인 기독교 민주연합과 사회민주당이 연합하여 정부를 구성하는 것으로 의견이 모아졌 다. 대연정 출범을 전후로 하여 상이한 정체성에 기반한 양대 정당 간의 연 합정부 구성을 둘러싸고 각 정당 내에서는 격렬한 찬반 논쟁이 있었다. 아울 러 대타협을 이루는 합의의 정치에 대한 관심 또한 국내·외적으로 높아져 독일정치가 다시 주목되고 있다. 이러 한 상황에서 본 연구는 제18대 독일 연 방하원 선거를 분석하고, 대연합정부 하에서 예견되는 정치현상을 종합적으 로 구명하려 한다. 총선에서 나타난 유권자의 투표성향 분석과 아울러 독일 현대정치의 맥락 속에서 제18대 총선 결과와 이후의 전개과정이 독일 정당 정치에는 어떠한 영향을 미칠 것인가를 밝히는 작업이 본 연구의 핵심 연구 내용이다.
