The arrival of content convergence while traditional media continues to prevail brought many regulatory challenges. Different regulatory bodies with different standards have caused problems such as overlapping or unbalanced regulation of same contents and lack of regulation for new services. The purpose of this study is to examine convergence media content regulation in Germany. Under the system of regulated self-regulation, the Commission for the Protection of Minors in the Media ("Kommission fuer Jugendmedienschutz - KJM") in Germany is in charge of assessing commercial broadcasting and telemedia content with a view to the protection of minors and can certify organizations of voluntary self-regulation. KJM acts as the central organization dealing with the protection of minors on commercial television and radio as well as in the internet. Analyzing media content regulation of Germany will give some suggestions in establishing self-regulation system suitable for domestic media contents regulation system in the convergence media era.

융합 미디어 환경에서 방송 통신 등 융합 미디어 콘텐츠 심의는 패러다임 의 변화를 요구하고 있다. 미디어 콘텐츠 심의가 아직도 각 미디어별 특성에 따라 개별적으로 적용되면서 동일 콘텐츠에 대한 심의규제의 중복성 또는 심의규제의 공백이라는 문제가 제기되고 있다. 이 논문의 목적은 융환 환경 에서 통일적으로 이루어지고 있는 독일의 융합 미디어 콘텐츠 심의체계를 살펴보는 것이다. 독일의 미디어 콘텐츠 심의는 법적 규제기관과 민간 자율 심의기관이 함께 수행하는 ‘규제된 자율규제(regulierte Selbstregulierung)’ 체제를 갖추고 있다. 방통융합 환경에서 방송 및 텔레미디어(인터넷) 영역 의 유해 미디어 콘텐츠로부터 청소년과 인권을 보호할 목적으로 독일은 청 소년미디어보호위원회(KJM)를 설치하여 방송 및 텔레미디어(인터넷) 영역 에서의 법적 심의제도를 운영하고 있으며, 실질적인 콘텐츠 등급심의는 승 인을 받은 자율규제기구들이 수행하고 있다. 독일의 융합 미디어 콘텐츠에 대한 심의 및 등급체계 분석은 국내의 융합 미디어 콘텐츠 등급제도 개선을 위한 현실적이고 유용한 시사점을 제공해 줄 수 있을 것으로 판단된다.
