This Paper attempts to present ethical norms of peace theology in the Book of Revelation. This book assumes very strongly a political character of New Testament documents. The Interpretation of the visions of a new heaven and a new earth of Revelation 21:1-8 - a Counter-Reality to Pax-Romana - makes a proposal on ethical norms of peace theology to the church. This book certainly perceived Pax-Roman as oppressive and regarded it as posing a mortal danger to Christian faith; the ideoloy of Pax-Romana as incarnation of Satan. It was a time of peace, prosperity and justice for some - yet for others, the majority, it was a time of oppression, misery and suffering under the cruel Roman Institution. This latter dimension brings out what it was really like to live in the Roman empire and shows what it felt like from underneath, its effect on the nameless multitudes of whose immeasurable tears and sufferings, hopes and fears there is only indirect evidence. For the seer John, Pax-Roman was not really a world of peace. Therefore, the book of Revelation wrestles with the issue of the antithetical relationship between christian and the brutal Roman ruling system. As the result, the Revelation require an ethic of a resistance against the Roman system in oder to achieve peace in the world and the perspective of an oppresed minority, because under the ideology of Pax-Romana major cities and urban centers were - for the most part – insulated against the worst effects of military violence. And the Book of Revelation suggests as an ethic norm the role of the devoted witness, who takes off the mask of the peace of Pax-Romana, gained by military force.

신약성경 27권 중에서 정치적인 성격을 가장 강력하게 나타내는 요한계시록의 새 예루살렘에 대한 환상과 새 하늘과 새 땅에 대한 환상의 해석을 통해서 요한계시록이 Pax-Romana에 대해 취하고 있는 입장을 밝힘으로써 평화신학의 윤리적인 규범을 찾 아보는 것이 이 논문의 목적이다. 연구 결과에 따르면 요한계시록은 이 땅에 진정한 평화를 실현하기 위해서 현실의 불의한 지배체제에 대한 교회의 저항을 요구하고 있 으며, 두 가지 대항현실의 설명을 통해서 진정한 평화가 힘의 중심부로부터의 시각이 아니라 주변부로부터-아래로부터의 시각에 의해서 만들어진다는 사실을 강조한다. 또 한 교회가 현재의 지배구조의 불의한 모습을 폭로하는 충성된 증인의 역할을 함으로 써 교회가 이 땅에 진정한 평화를 실현할 수 있다는 윤리적 규범을 제시해준다.
