This study elicited discussions and suggested policy-based implications by dividing a local government’s educational financing subsidy type focusing on variables of financial conditions in a situation of being expanded a support for educational financing subsidies by local government. As a result of carrying out discriminant analysis and cluster analysis targeting 228 local governments, a local government type of focusing on the current administrative districts can be restructuralized into totally 5 support types for educational financing subsidies and was indicated cluster-based characteristic differently. The support for educational financing subsidies by local government showed tendency of being increased recently a support scale for improvement in the school food-service facilities and equipments and for school curriculum. The financial independence and financial autonomy in local government and the school number and student number within local government were shown to have influence. Based on these findings, it suggested reinforcement in connective cooperation between the local government and the office of education as for the re-establishment on a character and a support method for educational financing subsidies, the re-classification of item in a support for educational financing subsidies, a support method and contents for educational financing subsidies.

본 연구는 지방자치단체의 교육경비보조 지원이 확대되는 상황에서, 기초자치단체의 교육경비보조금 지원유형을 재정여건 변수를 중심으로 구분하여 논의점을 도출하고 정책적 시사점을 제시하였다. 228개 기초자치단체를 대상으로 판별분석, 군집분석을 실시한 결과, 현재 행정구역 중심의 기초자치단체 유형은 총5개의 교육경비보조 지원유형으로 재구조화할 수 있으며, 군집별 특성이 달리 나타났다. 기초자치단체의 교육경비보조 지원은 최근 학교급식시설 및 설비개선, 학교교육과정 지원 규모가 늘어나는 경향을 보였으며, 기초자치단체의 재정자립도와 재정자주도, 자치단체 내의 학교수 및 학생수 등이 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로 교육경비보조제도의 성격과 지원방식에 대한 재정립, 교육경비보조 지원 항목 재분류, 교육경비보조 지원 방식과 내용에 대해 지자체와 교육청간 연계 협력 강화 등을 제언하였다.
