This study is about, the analysis of the continuation of the system and changes the process of institutionalization of the social enterprise. The theoretical background was applied to the interdependence concept of new institutions. The analytical framework is separated policy objectives, policy attributes(policy targets, program), and a policy structure(delivery systems, governance). As a result, there were small changes in the course of operating the business, and it was inferred that the process of the institutionalization of the social enterprise has brought changes in the business. Continuation system of the policy was targeted on the objectives disadvantaged job offer, low-income families such as the National Basic Livelihood Security. And job creation, job offers to vulnerable people and provide social services and social policy objectives, institutional change and the pursuit of social values and clever, changed in the delivery system, the Business-led government and local governments in the contracting and private operating altered gradually reduced the role of the private sector, citizens and the relationship of the tube in a cooperative relationship.

본 연구는 사회적 기업의 제도화 과정을 제도의 지속과 변화를 중심으로 분석한 것이다. 이론적 배경은 신제도주의의 제도의 상호의존성 개념을 적용하였다. 분석틀은 정책 목표, 정책 특성(정책 대상, 프로그램), 정책 구조 민관거버넌스)로 구분하였다. 연구 결과 사회적 기업의 제도화 과정은 사업 운영과정에서의 작은 변화들이 있었으며, 이것이 사업의 변화를 가져왔음을 제시하였다. 제도의 지속은 정책 목표인 취약계층의 일자리 제공, 정책대상은 국민기초생활수급자 등 저소득층이 대상이었다는 점이다. 제도 변화는 정책목표의 사회서비스 제공 및 사회적 일자리 창출 그리고 사회적 가치와 영리의 추구로 변화된 것, 사업 전달체계의 민과 관의 관계가 협력적 관계에서 점차 민간의 역할이 축소된 것이다.
